Social activists Teesta Setalvad and Shabnam Hashmi have been 'rewarded' by the UPA-II Government for what seems like their pro-Congress, anti-BJP  activities. The HRD Ministry has nominated them in the high-powered decision making body for education in India.


This "appointment" is just the latest illustration of how the Dynasty ecosystem works. More realistically,  Teesta's nomination to the education committee under the HRD ministry is the icing—she was already part of a core group of nation-wreckers, which drafted the highly-communal Communal Violence Bill under the direction of that unconstitutional evil clique called the NAC. Thus, this appointment can be viewed as a vile elevation of sorts: it puts her in a position not just to wreck the current generation but future ones as well.

It was forth time AP High Court scrapped Muslim reservation. This time it was referred by Supreme court.

 

        VHP demands that in view of AP High Court judgment Central Govt should immediately withdraw 4.5% Muslim reservation from OBC quota, otherwise VHP will exercise judicial option as well as Pubic Agitation to cancel Muslim Reservation by Central Govt.

Sir,

I have been a big fan or your work, life and principles. I am also a fan of'Satyamev Jayate'. But I was shocked to see the episode on 27th May,2012. You are an Icon. You should have thought well and done the homework before doing such a biased show. There are only two people inthe film industry that are being taken seriously by the thinking class of society, You and Amitabh Bacchhan. So, when you give such a biased and one sided version of a story, it hurts. Speaking about such a thing on a"commercial" TV show is bad. (I am sure you have taken a big amount, only doctor are supposed to do charity and social work, not actors!!! Right!)

I want to highlight few important points here. And yes I am qualified to make observations as I am a doctor and have spent many years in the profession.

1. Your guests and audience (the words were almost put in their mouth)said that private colleges charge a capitation fee of 40 – 50 Lacs for MBBS,you should have also produced some evidence of such practice. Like you call a victim in all your episodes, why not here? And the same story applies to Engineering, Architecture, Law and MBA colleges, do you think they are clean? Why target doctors alone?

2. You said since 2001, government opened 31 medical colleges and 106 private institutes were opened. – Please note that today in India, there area total of 181 Private and 152 Govt Medical colleges. So the number is notas bad s you projected. Don't project only the time period which suits your story. Either give a complete picture or do not give a picture at all!And also, please find out how many of these private colleges are owned bypoliticians? 95% of Private colleges in India are owned and run bypoliticians. It is a nexus between politicians and MCI. The corruptionby politicians is to blamed for the mess, not doctors!!!

3. One of your guest (Dr. Gulhati) said that doctors ask for 30%commission from Pharma companies to write their drugs. That is baseless,over-the-roof and sensationalizing the matter. That is as true as "MostLeading actors ask newcomers to sleep with them" or "Lawyers takemoney from both the sides in a legal battle" or "Most chartered accountants teach their clients how to save tax and also pass info to taxman on where his client saved tax".

I know all of you will shout "Whereis the proof?". So will doctors!!!

I am not trying to sensationalize things as you did on your show byshading those fake tears, but just trying to project that allegations are easyto make. I know you will say that this was the opinion of our guest, and notyours. But you provided a platform for these fake allegations

4. You compared the numbers of Licenses cancelled in England and in India. I must say your team is quite resourceful and please collect and compare following details also –

a.Number of doctors beaten on duty by goons from various political outfits in government hospitals in UK and India in last 10 years, and also the number of people convicted for such crime.

b.The Stipend (Salary a post-graduate trainee doctor/intern gets) or Salary and accommodation facilities provided to the doctors of the two countries.

c.The duty hours and working conditions of the doctors of the twocountries.d.The academic and research infrastructure being provided to the medica lstudents.

5. You said that the most brilliant students who take up medicine, should take it only for service to mankind, they should go to other fields if they want to earn. Why? Are we living in imperialism? Are doctors not allowed to earn and spend a good life? You were asking Dr. Devi Shetty whether he can do humanitarian work and Earn at same time? This is like asking Amir khan or Shahrukh khan their income and generalizing it for every actorin the industry (Even junior artists).

Sir, just as there are only few Khans and Kapoors, There are even fewer Devi Shetty and Naresh Trehan who run their chain of Multi-specialty hospitals spread all over the country. Seewhat it takes to become a doctor and then give such "Geeta-Gyan".

a. 5 and half year of MBBS training and 1 more year of Compulsory RuralInternship at Rs. 15000 - 20000 per month. (Any other field eg.Engineering, Management, a person would become Postgraduate in thismuch time and start earning double the amount.)If one doesn't study further, the pay at this step is 22,000 per month.

b. After above 6 and half years of Graduation, 3 more years ofPostgraduation, followed again by compulsory rural / Government job for 1year or pay Rs. 25Lac bond.If one doesn't study further, the pay at this step is 40,000 per month.

c. After this above 10 and half years, 3 more years of Superspeciality,followed by 1 year of Govt job or a Bond of Rs. 2 Crore.And the seats are so few with tough competition, there tends to be a gap of a year or two in preparing for various entrance exams.6. Why only Doctors are being forced to work in rural and governmenthospitals after their study? Why only we should pay government if we don't want to do it?The rural/Govt sector needs help of Engineers, Lawyers, CharteredAccountants and MBAs also.Why aren't the Engineers sent to rural areas to design and monitor roadsand industrials development?Why aren't the Lawyers forced to work as Public prosecutors before theycan join some big foreign corporate firm?Why aren't the CAs asked to work in CAG office and various othergovernment financial sectors before joining Multinational Giants?Now government wants that doctors should not immigrate to othercountries without asking them. Why? Are the IIT/IIM students stoppedbefore they flee to foreign countries for big fat salaries? So, why us? Whatis it that government of society has done for doctors that they shouldrepay? They bloody can't even protect them from goons while on duty.

7. You say that doctors are writing unnecessary and costly medications. Dowe decide the price of a drug? Do we manufacture or give license to drugmanufacturers? Controlling the price of essential drugs is a governmentjob. We are helpless.Sir, its easy to point fingers. We don't say that all is well. But all is not wellanywhere. Its a different thing creating awareness about dowry or femalefeticide. But its entirely different to comment on such a technical andcomplicated issue without getting into the details of it.You have maligned the entire medical fraternity.

For every 10 doctors whoare doing wrong, there are more than 1000 healers.

You owe us anapology!!! This issue is not as simple as you think it is! Please show stories which are unbiased and straight-forward. You cannot do justice to such an issue, especially after charging a whooping amount for creating awareness!!!(We hear that Amir has charged 3 crores for episode of Satyamev Jayate inwhich he spreads the message to doctors that they should not makemoney and do social service!!! How sacred!!! I don't know if its true, butwell, it's the season of allegations!)

New Delhi, May 20: State-sponsored awards have a habit of leaving the prize-givers with a headache.

The Gandhi Peace Prize, an honour named after the Father of the Nation and which carries a cash award of Rs 1 crore, has not been given since 2006 for various reasons.

The Centre is caught in a bit of a dilemma this time, too, because among the many names proposed is that of the Rashtriya Swayamsevak Sangh (RSS).

Nothing prevents a social organisation from being given the prize. However, although the RSS has never accepted any association with Nathuram Godse, the great irony will not be lost on anyone if the organisation is chosen for an award named after Gandhi.

The RSS's name was proposed by an MP, whose name sources declined to divulge because of the confidential nature of the selection process.

The problem for the UPA government, which normally should not have any qualms about overlooking the RSS, lies in the composition of the committee that picks the winner.

The final recipient is decided by a five-member jury that includes the leader of Opposition in the Lok Sabha, a post now held by the BJP's Sushma Swaraj. The other members are the Prime Minister, who chairs the panel, the Chief Justice of India and two other eminent persons.

The Union culture ministry, which merely works as the administrative office, had recently forwarded a list with 65-odd names to the Prime Minister's Office. This was the second list the ministry had sent.

"The list of nominations had been sent last year itself. The PMO had sent it back saying there were not enough nominations," said a senior official.

The culture ministry then wrote to 1,500 individuals and institutes who can propose the names of potential recipients.

These include members of Parliament, heads of both the Houses, vice-chancellors of universities, heads of Gandhian trusts or research institutes and heads of Indian missions abroad. Heads of international peace organisations can also propose names.

The MP is thought to have proposed the RSS's name during this round.

According to rules, the nomination for every year has to be finalised by April 30 and the award accorded by October 2, Mahatma Gandhi's birthday or Gandhi Jayanti.

Last year, too, the Centre had to grapple with one nomination — that of Anna Hazare. The ruling UPA was then locked in a battle of nerves with the activist. Since his name could not be rejected outright, the government tried to delay the process till matters cooled down a bit, the sources said.

This year's April 30 deadline has already passed. The last time the honour was given was seven years ago — in 2005 — when it was conferred on South African Nobel peace laureate Desmond Tutu.

Among those who figure on the ministry's revised list are former President A.P.J. Abdul Kalam, Rajya Sabha MP Karan Singh, agricultural scientist M.S. Swaminathan, the late singer Bhupen Hazarika and Myanmarese pro-democracy leader Aung San Suu Kyi.

Past recipients include Julius Nyerere, the first President of Tanzania, in 1995, the first year the prize was awarded; the Ramakrishna Mission (1998), Baba Amte (1999), and Nelson Mandela (2000).

The British Museum must return two pratima (images) to the Sarasvati Mandiram in Dhar, Madhya Pradesh, where they belong, so that their worship can be resumed by devotees. By all accounts, Major Gen. Williak Kincaid recovered the sculptures of the Goddesses Amba and Vagdevi from the site of the old city palace at Dhar in1875; they entered the collection of the British Museum in the 1880s.

 

Dr. Gautam Sengupta, Director General, Archaeological Survey of India has stated that a formal process is ongoing through UNESCO to have the pratima(s) of Sarasvati returned to Dhar. The arbitrary cut-off date of 14 Nov. 1970 per UNESCO 1970 Convention on the means of prohibiting and preventing illicit import, export and transfer of ownership of cultural property does NOT apply to these sacred pratima which have been stolen from the temple in Dhar.

 

In the Hindu tradition, a temple is a temple forever. This legal position has been upheld by the British judicial system in the "London Nataraja case" where, after protracted litigation, the House of Lords ordered the pratima to be returned to the temple in Tamil Nadu; it returned in 1990.

 

In the Bhojasala (School of Bhoja) in Dhar, Sarasvati was worshipped as a divinity of learning. The Bhojasala was both a temple and a centre of Sanskrit studies. An inscription on the base of a pratima notes that Vararuci, an official in Paramara kingdom, had made two pratima, together with the pratima of 3 Jinas (Tirthankaras): one of Vagdevi and another of Amba. Both forms represent the divinity Sarasvati.

 

In the 13th Jaina Studies Workshop at SOAS held on 18 March 2011 in Brunei Gellery Lecture Theatre, Michael Willis, a Curator of the British Museum, made a presentation: New Discoveries from Old Finds: The Sculpture of Ambika in the British Museum and its Relationship to Jain Narrative in Medieval India. An abstract of this paper states:

 

"This paper examines a sculpture of Ambika in the British Museum and presents a new reading of the inscription on the pedestal. The inscription is dated 1034 in the reign of King Bhoja, the celebrated ruler of the Paramara dynasty. The sculpture was recovered from the site of the old city palace at Dhar in 1875 by William Kincaid and entered the collection of the British Museum in the 1880s. Attempts to understand the inscription culminated in the 1980s with the reading of H.C. Bhayani, the well-known Sanskrit and Prakrit scholar. He showed that the inscription records the creation of an image of Ambika. Interestingly, the inscription also records the making of three Jinas and Vagdevi (i.e. Sarasvati) prior to the Ambika. This shows that the Sarasvati of King Bhoja at Dhar was, in fact, a Jain form of the goddess. This is confirmed by the testimony of Merutunga. A fresh examination of the British Museum inscription has shown that the donor's name is given in the inscription as Vararuci. There are a number of Vararucis in the history of Indian literature, the most famous being the author of the first Prakrit grammar. In the eleventh century, Vararuci appears in a number of narrative contexts, from the Kathasaritsagara to Hemacandra's Parisistaparvan. These narratives were composed in a dialectical environment, a reconstruction of which shows that the Vararuci mentioned in the British Museum inscription was probably a courtly pseudonym for Dhanapala, the author of the Tilakamanjari. He adhered to Jaina pantha and served as a minister in the court of King Bhoja."

That the sculpture was obtained by William Kincaid – as conceded by the Curator of the British Museum – is properly recorded in British Museum website:

But in a subsequent article in JRAS, an attempt is made to obfuscate the fact that the specific sculpture in the British Museum was taken from the Sarasvati temple in Dhar, though the article concedes that they are taken from a temple. The citation made in this article of March 2012 and in the presentation made by Dr. Michael Willis in March 2011, erroneously refers to the name of the deity in the sculpture as Ambika.

 

But the inscription on the sculpture is clear and emphatic that the divinity is Amba, NOT Ambika. Amba in Indian traditions dating from the Rigveda is a reference to Sarasvati who is worshipped by the Rigveda Rishi Grtsamada in three forms: Amba (Mother), Nadi (River) and Devi (Divinity). Michael Willis errs in stating that the current location of the Sarasvati from Dhar remains an interesting mystery, thus implying that the murti is not located in the British Museum.

 

In the Rigveda, Devi Ganga is mentioned only once, while Devi Saraswati is lauded no less than seventy-two times. In a famous hymn, S'aunaka Gritasamda, the Rishi of the second Mandala, lauds the Saraswati as ambitame, naditame, devitame Saraswati: (RV II.41.16).

 

Thus, Ambitame and Amba in the Rigveda is the same Amba mentioned on the inscription of Bhojsala Sarasvati pratima. That she is divinity of learning is evidenced by what is perhaps a writing stylus carried on her unbroken right hand (out of four hands) -- a writing stylus used for creating inscriptions. The object carried on her left hand is not of high resolution in the photograph and may be a portion of a measuring thread (sutra) used by sthapati (sculptors, masons) artisans. A gandharva is seen above the right shoulder of the pratima perhaps with a garland venerating the divinity. The lady riding a lion at the bottom right of the pratima may relate to the divine Durga form of Amba; the standing bearded person on the bottom left may be Brahma.

The hall precincts are located adjacent to the tomb of Kamal al-Din Chisti (1238-1330), in Dhar. The Lal Masjid was built primarily of reused temple parts, as can be seen in the prayer-hall colonnades in the quadrangle. [British Library, Photo 2/4(90), item 4303212. It was about 13.5 m in length, and was broken when the Sultan of Gujarat attempted to move it in the 1500s.

 

The pratima now in the British Museum is this sculpture found in the debris of the old city palace of Dhar in 1875, as clearly attested in the British Museum record: Accession Number: AN180732001 Place (findspot): Found/Acquired Dhar, Found in the ruins of the City Palace in 1875.

 

Bhoja Raja of Paramara dynasty (1000 to 1055 CE) was a scholar, a poet-king, to whom a number of works in Sanskrit have been ascribed, including a work on poetics, Srngaraprakasa. One of the works attributed to Bhoja is a work in poetics and grammar titled: Sarasvatikanthabharana or 'Necklace of Sarasvati'. Hence, the reference to the building in Dhar as Bhojasala (School of Bhoja) located in Sarasvati temple.

 

Dr Alois Anton Führer (1853–1930), of Archaeological Survey of India noted: "The dargah of Maulana Kamal-ud-din, built during the reign of Mahmud Shah Khilji I, in A.H. 861, has a spacious quadrangle with a colonnade of very fine Jaina pillars on each side within the square, and some are very elaborately sculpted in a similar style as those in the Dilwara temples at Abu. The floor is formed of black stone slabs from which Sanskrit inscriptions of the 12th century have been effaced. The mihrabs and mimbar of the masjid proper are very handsome. On two of the columns supporting the central dome of the masjid are inscribed a couple of grammatical sutras, which show that they were probably part of a scholastic building".

 

Captain Ernest Barnes, ICS, who served as political agent at Dhar from 1900 to 1904, collected available information on Dhar and Mandu and communicated his findings to the Royal Asiatic Society, Bombay Branch, in June, 1902. Barnes established a small archaeological department in September, 1902 and placed the Superintendent of State Education, Mr. K.K. Lele, in charge. Luard notes that the buildings of Dhar were Bhoja's school.

 

It should have been more appropriately called Sarasvati-mandiram. Historian K.M. Munshi noted: "Close to Sarasvati-mandira was a large well, still known as 'Akkal-Kui' or the 'Well of Wisdom'". Akkal-kui means 'well of wisdom' and attests to the meaning of the Arabic word AKL to be Sarasvati.

 

A Sanskrit and Prakrit inscription from the time of Arjunavarman (circa 1210-15), Bhoja's successor, was found in the walls of the building in 1903 by K.K. Lele, Superintendent of Education, Dhar. It is engraved with exceptional beauty and is now displayed inside the entrance of Kamal Maula mosque. The text includes part of a drama called Vijayasrinatika composed by Madana, the king's preceptor who also bore the title 'Balasarasvati'.

 

The inscription reports that the play was performed before Arjunavarman in the temple of Sarasvati. This a priori suggests that the inscription could have come from the site of the temple, upon which a mosque was constructed. This is the most conclusive epigraphical evidence that a Sarasvati mandiram existed at this place which now stands as a mosque.

 

Ajada, circa 1089 CE, refers to Bhoja's scholarship in the still-unpublished Sarasvatikanthabharanavrtti titled Padakaprakasa. C.H. Tawney translated Prabandhacintamani in 1901 and recorded Bhoja's visits to the temple of Sarasvati at Dhar. Merutunga calls the temple the Sarasvatikanthabharana or Necklace of Sarasvati. The inscription of Arjunavarman records that the Parijatamanjari was performed in the temple of Sarasvati.

 

Barnes noted: "Finally, a recent close inspection has brought to light the fact that the reverse side of two of the great black stone slabs which form the lining of the 'Mehrab' are covered with similar inscriptions, which happily by their position have escaped destruction, but which owing to that same position, it has only been possible up to the present to take fragmental impressions. These impressions seem to show that the inscriptions are a dramatic composition probably on an historical subject, written in the reign of a successor of Bhoja".

 

Archaeological investigations at the mosque next to Kamal al-Din's tomb revealed two serpentine inscriptions giving the alphabet and grammatical rules of Sanskrit. An inscription of Arjunavarman (1210-15), documented by K.K. Lele in 1903 refers to Sarasvati temple in Dhar.

 

While Hindus consider the shrine a Saraswati temple, Muslims refer to it as the Kamal Maula Masjid. The Archaeological Survey of India (ASI) has worked out a compromise by allowing Hindus to worship at the temple on Basant Panchmi while Muslims congregate for prayers every Friday. A vigil is on with Hindu devotees burning an Akhand Jyoti (eternal flame), awaiting restitution of Sarasvati pratima in the temple. Dr. Gautam Sengupta announced in the Cairo Conference in April 2010 that Government of India has sought the intervention of UNESCO for restitution of Sarasvati pratima to the temple in Dhar.

 

Yale University of USA has set a good example of restitution of artifacts to the region where they belonged; the University returned to Peru, 4,000 objects found in excavations of Machu Picchu in Peru.

 

In the dying days of the Paramara regime, Solanki and Vaghela rulers transferred some libraries to their own cities where Paramara texts were copied, studied and preserved. The inscription of Visaladeva from Kodinar dated 1271 records the creation of a pleasure garden (ketana) and college (sadas) sacred to Sarasvati. Jinaprabhasuri (d. 1333) states that an image of the Jina Candraprabha came to Somnath from Valabhi along with figures of Amba and Kshetrapala.

 

Sarasvati worship is very popular among the Jaina pantha and all panthas of Hindu Sanatana Dharma. Sarasvati is celebrated all over India in two annual festivals: Basant Panchami (February) and during Navaratri (Dussehra, September. Vijaydasami is the day for aksarabhyasam, day to start alphabet learning for a child.). As knowledge (jnana) plays a fundamental role in Jain pantha as a means to salvation, this divinity has an important place in their pantheon. She features frequently in the vast Jain libraries filled with painted manuscripts that have been found in Western India.

 

These two sculptures of Sarasvati held illegally by the British Museum rightly belong to the temple in Dhar, Madhya Pradesh, and must be returned.

Sindh MPA fighting for protection of Hindu girls from 'forceful conversion' gets death threats

Islamabad, May 19 (ANI): Amnesty International has taken notice of life threats to Member of Sindh AssemblySaleem Khursheed Khokhar for his call for Hindu women and girls to be protected from abduction and forced conversion to Islam, and has called for urgent action from the public.
Amnesty International has urged the public to write to relevant authorities including Prime Minister Yousuf Raza Gilani, Sindh Chief Minister Qaim Ali Shah, and Sindh Inspector General Police Mushtaq Shah, asking for providing Khokhar and his family with adequate security, reports The Express Tribune.
Khokhar said he had written to senior government officials about the failure of the police to investigate the threat. He said the handful of security guards assigned to him by authorities are too few and may not have been adequately vetted to ensure they bear no animosity towards him.
Late last month, Khokhar had presented a privilege motion in theSindh Assembly against the SHO Clifton for not registering an FIR against people who have reportedly been sending him threats via text message.
In his privilege motion, Khokhar had stated that he and his colleague, MPA Pitanber Sewani, had received threatening text messages from an unknown number.
Khokhar said that he received the message following his vocal stance in the Rinkle Kumari case in April, where he had issued statements in the media condemning the 'forced conversion'.I then started receiving text messages which read: 'You should learn from the remarks of Chief Justice, and High Court, only Muslims are allowed to liver here. You should leave the country or you would be responsible for what happens'," Khokhar said.
He also alleged that a Pakistan People's Party MNA from Ghotki, Mian Mithu had started lobbying against him, declaring him to be an Israeli spy and CIA agent.
Khokhar added that he was still receiving threats and there was real fear for his life.ANI)

दैनिक भास्कर, 16 मई 2012: भारतीय संसद के 60 साल पूरे होने का अर्थ अत्यंत असाधारण है| एशिया में यों तो संसदें और भी हैं और हम से पुरानी भी हैं लेकिन जो बात हमारी संसद में है, वह किसी और में नहीं है| हमारी संसद ने हमारे संविधान और हमारे लोकतंत्र की रक्षा की है| ज़रा हम एशिया और अफ्रीका पर नज़र घुमाकर देखें| दूर क्यों जाएं, जरा दक्षिण एशिया पर ही गौर करें| हमारे अड़ौसी-पड़ौसी देश हमारे साथ ही आजाद हुए थे लेकिन वहां क्या-क्या नहीं हुआ? फौजी तख्ता-पलट हुए, कई नए संविधान बने, संसदें रद्द हुईं या नकारा बना दी गईं लेकिन भारत ने 65 साल पहले जो ढांचा खड़ा किया था, वह आज भी सही-सलामत है| आपात्काल के डेढ़-दो साल अपवाद जरूर रहे लेकिन उस दौरान भी देश के विपक्षी नेताओं ने लोकतंत्र की मशाल को बुझने नहीं दिए| संसद में उनकी आवाज़ गूंजती रही| संसद के चुनाव हुए और सरकार उलट गई| अगर संसद नहीं होती तो क्या चुनाव होते? चुनाव नहीं होते तो क्या इंदिरा-सरकार उलटती?
यदि भारत का मूल संविधान आज तक टिका हुआ है तो इसका कारण भी संसद ही है| संसद की कठोर दृष्टि और लचीली शैली के कारण एक सौ से ज्यादा संशोधन हो गए लेकिन पाकिस्तान, श्रीलंका, नेपाल आदि की तरह हमने अपने संविधान को कूड़े की टोकरी में फेंकना जरूरी नहीं समझा| यदि हमारी संसद निकम्मी होती तो यह संविधान कभी का डूब गया होता|
हमारी संसद में हंगामे बहुत होते हैं, कभी-कभी काम बिल्कुल ठप्प हो जाता है और बहसों में गंभीरता भी नहीं दिखाई पड़ती लेकिन हम यह क्यों भूल जाते हैं कि इस देश की जनता का गुस्सा आखिर कहां फूटेगा? यदि जनता के प्रतिनिधि सदन में बैठकर सरकार को जनता का आईना नहीं दिखाएंगे तो फिर लोकतंत्र का क्या महत्व रह जाएगा? एक सबसे पुराने माननीय सदस्य ने दुख प्रकट किया कि आजकल की तरह हंगामे उस समय नहीं होते थे| मैं उनसे पूछता हूं कि उस समय की सरकारें क्या आजकल की तरह भ्रष्टाचार में गले-गले तक डूबी रहती थीं? क्या सरकार का नेतृत्व दब्बू नौकरशाहों और नादान गृहलक्ष्मियों के हाथ में होता था? सरकार में जो लोग बैठे होते थे, उनका तप और त्याग विपक्ष के किसी नेता से कम न होता था| अगर आचार्य कृपालानी और डॉ. राममनोहर लोहिया दहाड़ते थे तो उधर से जवाहरलाल नेहरू और गोविंदवल्लभ पंत जवाब के लिए तैयार होते थे| दोनों पक्षों की बौद्घिक और चारित्रिक क्षमता पर किसी को संदेह नहीं होता था| अब हमारी संसद का काफी बोझ तो अदालतें ही हल्का करती रहती हैं|
अब संसद का महत्व घटा है तो हमें सिर्फ सांसदों की निंदा करके खुश नहीं हो जाना चाहिए| यह सतही रवैया है| अब भी हमारी संसद में एक से एक रत्न हैं लेकिन उनकी आभा दीप्तिमान नहीं हो पाती और जो दूसरी श्रेणी के लोग हैं, वे असली चिंता का विषय हैं| ये लोग क्या संसद में अपने आप पहुंच गए हैं? क्या हमारी जनता इतनी भोली है कि वह "चोरों, लुटेरों, हत्यारों और अपराधियों" को पहचान नहीं पाती? वह जानती है लेकिन उसकी मजबूरी है| वह इन्हीं लोगों में से किसी एक को चुनने के लिए मजबूर हो जाती है| वह मजबूर क्यों हो जाती है? यही असली रोग है| इसकी दवा खोजना ही सही इलाज है|
इस रोग की दवाइयां कई हो सकती हैं| लेकिन दो बड़ी दवाइयां मुझे अचूक मालूम पड़ती हैं| एक तो पार्टी-व्यवस्था में सुधार और दूसरा, चुनाव-प्रक्रिया में सुधार! भारत की राजनीतिक पार्टियों का हाल प्राइवेट लिमिटेड कंपनियों से भी बदतर है| रूपए-पैसे का तो वहां कोई हिसाब होता ही नहीं है, उम्मीदवारों के चयन का भी कोई निश्चित मानदंड नहीं है| लोकसभा के लिए तो फिर भी यह देखा जाता है कि जनता उसे चुनेगी या नहीं लेकिन राज्यसभा की सदस्यता तो जेबी रूमाल की तरह है| यदि पार्टियों में आंतरिक लोकतंत्र हो, हर पद के बाकायदा चुनाव हों और इन पार्टी-चुनावों में केवल उन्हीं उम्मीदवारों को चुना जाए, जिन्हें उनके पार्टी-सदस्यों का बहुमत मिला हो तो संसद में पहुंचने पर ये सदस्य अपने पांव पर खड़े हो सकेंगे| अपने अंत:करण की आवाज सुनेंगे| आज तो वे बंधुआ मजदूरों की तरह हैं| वे संसद में बैठकर जनता का प्रतिनिधित्व नहीं करते हैं, वे अपने पार्टी-नेताओं की नौकरी बजाते हैं| यह संसद और लोकतंत्र, दोनों का मज़ाक है|
दूसरी दवा है, चुनाव-प्रक्रिया में सुधार! भारत में आजकल चुनाव इतने मंहगे हो गए हैं कि संसद भ्रष्टाचार की सबसे बड़ी जड़ बन गई है| संसद हमारे लोकतंत्र का सबसे पवित्र मंदिर है लेकिन उस तक पहुंचने के लिए भ्रष्टाचार के कौन-कौन से तरीके नहीं अपनाए जाते? चुनाव में खर्च होनेवाले करोड़ों-अरबों वसूल करने में ही सारे जीते हुए नेता अगले पांच साल गुजार देते हैं| उनको मिलनेवाली पांच करोड़ की सालाना राशि का भी इस्तेमाल वे कैसे करते हैं, वे ही जानें| चुनाव आयोग, सभी पार्टियों और देश के चुने हुए बुद्घिजीवियों को बैठकर चुनाव-खर्च घटाने पर तत्काल विचार करना चाहिए| यह कितनी शर्म की बात थी कि पिछली संसदों में हमारे कुछ सांसदों ने सवाल पूछने और अपना वोट पलटने के लिए पैसे खाए? संसद के सत्रों में कमी और सांसदों की गैर-हाजिरी का सरल उपचार तो यही है कि उनकी तनखा और समस्त सुविधाएं समाप्त कर दी जाएं और सिर्फ भत्ता दिया जाए, उपस्थित रहने का भत्ता कई गुना बढ़ाया जा सकता है ताकि उन्हें कुल मिलाकर हानि न हो| संसद में उपस्थित रहना उनकी मजबूरी बन जाए| तब विधेयक भी ज्यादा पास होंगे और बहस का स्तर भी ऊंचा होगा|
हमारी चुनाव-प्रक्रिया इतनी गड़बड़ है कि आज तक देश में एक भी सरकार ऐसी नहीं बनी, जिसे कुल मतदाताओं के 50 प्रतिशत वोट भी मिले हों| 120 करोड़ के इस देश में राज कर रही वर्तमान सरकार को 12 करोड़ वोट भी नहीं मिले हैं| पी.वी. नरसिंहराव के अलावा एक भी प्रधानमंत्री ऐसा नहीं हुआ, जो अपने चुनाव-क्षेत्र में स्पष्ट बहुमत से जीता हो| अब तक बनी सभी संसदों में ऐसे दर्जन भर सांसद भी खोजना मुश्किल हैं, जो अपने कुल मतदाताओं के बहुमत से जीतकर आए हों| हमारी संसद प्रभावशाली तभी बनेगी जबकि उसमें आनेवाले सांसद अपने-अपने क्षेत्र के स्पष्ट बहुमत से जीतकर आए हों| यह तभी संभव है जबकि चुनाव प्रकि्रया में बुनियादी सुधार हों| भारत की संसद विश्व की सर्वश्रेष्ठ संसद बन सकती है, बशर्तें कि हमारे नेताओं में इच्छाशक्ति और दृष्टि हो|
