आज़ादी   के बाद जम्मू में देशभक्त जनता ने लगातार न केवल आतंकवाद के विरुद्ध आवाज़ उठाई बल्कि उसे हराया  भी है.  जब आतंकवाद और अलगाववाद को करारी शिकस्त मिली , तो उन्होंने देशभक्त लोगो या ताकतों को बदनाम करने के लिए नए तरीके  इजाद कर लिए है. राम बन में सुरक्षा बलों को निशाना बनाया गया और किस्तवाड़   में विलेज डिफेंस कमेटी को. 

 

 

अगर तथ्यों पर नजाए ईद के दिन नमाज़ पढने के बाद एक गुट ने देश विरोधी नारे लगये. जिसका स्थानीय लोगो ने विरोध किय. इस पर भीड़ ने कुनीद चौक पर लगभग १० ० दुकानों को फूंक डाला और लोगो को मारना शुरू कर दिय. इसमें दो लोगो की मौत हो गयी और सैंकड़ों घायल हुए. पुलिस और अन्य सिविल अथॉरिटी ने पूरे मामले में किसी प्रकार  का प्रतिरोध दर्ज नहीं करवाया  बल्कि दंगाईयो को और सहायता प्रदान की गयी.

 

राज्य के मुख्यमंत्री की तरफ से किसी प्रकार की संजीगदी नहीं बरती गयी है. प्रदेश का एक जिला दंगो में जल रहा था किन्तु उनकी तरफ से कोई प्रतिक्रिया नहीं आये. जिस फेसबुक को वो लोगो को जुड़ने के लिए उसे करते है. उस पर अंतिम अपडेट " ईद मुबारक" की है. लेकिन सुरक्षा बलों  एवं दंगाईयो के झगडे में मारे गए मुस्लिम लोगो को लेकर सेना के खिलाफ बोलने में वे कटाई वक़्त नहीं लगाते किन्तु  आज मरने  वाले हिन्दू थे  और मारने वाले मुस्लिम तो न तो सोशल मीडिया में कोई बयान दिया है और न ही घटना की निंदा की है राज्य के होम मिनिस्टर किश्तवाड़ में कुछ समय से रुके हुए थे. और इस पूरे दंगे में उनकी भूमिका संधिग्द है.   किचलू की जिले में उपस्तिथि की जांच की जानी चाहिए और उङ्कोपद मंत्री पद  से त्यागपत्र देना चाहिए

Jammu, August 10: Friday's riots in Kishtwar were part of the new strategy known as "agitational terrorism" being adopted by the Hurriyat Conference and other anti-national forces to accomplish their unfinished nefarious agenda of "ethnic cleansing" of minorities from Muslim dominated areas of Jammu and Kashmir.

Friday's riots- in which one Dalit youth was killed by the rioters and more than 200 shops and business establishments belong to the minority Hindu community were especially targeted looted and torched, were well planned and stage managed under the patronage of Minister of State for Home, Sajjad Ahmed Kitchloo whose supporters executed the plan at ground level.

Even as the State Government was trying to project that Friday violence at Kishtwar was clashes between two communities but those who were reporting from ground zero giving different pictures as it was not clash but an attack on the minority community to force their migration.

The members of the majority community also entered the houses of minority community and torched shops selectively. The looting and arson continued right from Kuleed Chowk to Bus Stand, covering Main Market towards Shaheedi Chowk, Aman Market, Baniya Market and Purana Bazar. Surprisingly, no top police officers and the officials from the administration could be seen anywhere despite the presence of Minister of State for Home and MLA Kishtwar Sajjad Ahmed Kichloo in the town during the clashes. Even when the police personnel fired in air to disperse the mob, given their inadequate strength they failed to control the situation.", a local news paper "The Kashmir Times", which is known for its pro-separatist stand, reported while quoting  eye-witnesses.

According to eye-witnesses trouble started when a  group of youth, who were heading towards Eidgah Maidan, were resorted to shouting anti-India and pro-Pakistan slogans near Char Chinar Chowk. Within no time these youth, who were also carrying Pakistani flags with them, resorted to attacking members of minority community. "As everything was already planned, a number of groups spread in the Kishtwar town and resorted to attacking Hindu, their business establishments and houses", eye witnesses said and added that some the youth were carrying fire arms with them and they started firing on members of the minority community. Stunned by the attack on majority community, members of Hindu minority community rushed towards safer places because forces deployed in the town were watching entire scene as mute spectators.

Fear psychosis prevailed among the minorities, which could be well gauged from the fact that the injured civilians of the community were not admitted in the District Hospital, which was located in the area dominated by majority community and were instead taken to Army camps. Four of them were sent to Military Hospital, Udhampur in critical condition.

Army staged a flag march in all disturbed areas including Kishtwar town at 7.40 pm resulting into restoration of normalcy but tension prevailed among the minorities, who were frightened following large scale violence unleashed against them by the majority community in the morning leading to massive damage to their property including shops and vehicles.

Surprisingly, the free for all situation in Kishtwar continued even when Minister of State for Home Sajjad Ahmad Kitchloo, who happened to be local MLA of Kishtwar, was present in the town. Locals said the miscreants armed with guns, lathis and patrol bottles moved freely in the town and outskirts torching shops, vehicles and looting property without any check by the police, which acted as mute spectators as they reportedly had been directed not to fire at the mob, sources said.

Though the Army had moved in at around 12 noon in the day, they eventually took charge of the situation around 7.40 after Chief Minister Omar Abdullah spoke to Defence Minister A K Antony at about 5 pm.

The urchins fired at the houses of minorities or those rushing for safety killing one of them on spot, who has been identified as Arvind Kumar Bhagat, 28, son of Des Raj Bhagat R/o Sangram Bhatta and injuring several others, four of  them with deep bullet wounds. The injured with gun shots were identified as Sunil Kumar, 27, Rinku, 18, both residents of Cheerji, Anju Singh, 30 R/o Kuleed and Sandeep Kumar, 15, R/o Dachan.

They were airlifted from Kishtwar to Batote and then shifted in Army Hospital, Udhampur as authorities feared that their admission in the Government Medical College, Jammu would flare up communal trouble.

Background of the attack

Actually for the last couple of months, some Over Ground Workers (OGWs) of terrorists have launched a campaign to terrorize minority to force their migration. Even at the time when terrorism was on its peak, terrorists failed to force migration of minorities due to valiant role played by the Village Defence Committees (VDCs) so these OGWs started vicious campaign to get VDCs disband so to accomplish their evil designs. During the last one month, houses of minority community were especially targeted during nights by unidentified masked men in the entire erstwhile Doda district. Implication of daring police officer Shiv Kumar Sharma alias Sonu in fabricated cases was also part of the conspiracy to terrorize minority because Sonu is symbol of anti-terrorist forces in erstwhile Doda district. During the holy month of Ramzan, some members of the Muslim community intensified the campaign to terrorize Hindus. Posters of Parliament attacker Afzal Guru and other terrorists were repeatedly appearing at vital locations but authorities deliberately ignored all such things due to directions from higher level. Even two days before Eid, a delegation of BJP leader from Kishtwar and Doda called on Inspector General of Police (IGP) Jammu zone Rajesh Kumar and briefed him of situation arising out due to activities of some pro-terrorist elements but IGP failed to take any prevent step.

Role of MoS Home Sajjad Ahmed Kitchloo

As elections of the Jammu and Kashmir Legislative Assembly are scheduled to be held in the year 2014, Minister of State for Home Sajjad Ahmed Kitchloo wants to communalize the situation, rather terrorize the minority, to reap political benefit because he, through his muscle power, has ability to execute rigging in minority dominated areas, as the same was done in the 2008 assembly elections. For the last three days, Mr Kitchloo was camping at Kishtwar and riots took place in his presence.

"Surprisingly, despite large scale violence in Kishtwar for almost the full day leading to two fatal casualties, injuries to several others and huge loss of private property, the State Government, Police Department or even the district administration of Kishtwar didn't issue even a single line press note on the situation despite the fact that senior officers of civil and police administration apart from the Minister of State for Home were camping there", a reputed news paper of Jammu and Kashmir "Daily Excelsior" reported.

Sources said that Kitchloo had given strict directions to the forces not to use force against rioters.

"The complete inaction on part of police administration  forced minorities living in majority community dominated areas to flee from their houses and take shelter in some safer areas as rampaging mob moved freely carrying weapons and lathis in their hands and targeting shops and business establishments.", the news paper reported.

> Charging the Kishtwar administration of "facilitating" rioters, fear-stricken members of a minority community of the district today said they would migrate if the authorities continued to harbour a "biased" attitude towards them.

Although the administration claimed that prompt action had been taken as soon as violence started, members of the minority community alleged that for nine hours, there was no control on rioters, who indulged in looting and torching business establishments.

"Since morning, there have been selective attacks on shops of minority community members and we are helpless spectators to it all as the authorities are in no mood to control the rioters," Hans Raj, convener, Shri Santan Dharam Sabha, Kishtwar, told The Tribune over the phone.

The situation is becoming like that of the early 1990s when terrorism was at its peak," he said and added that the Friday's situation was more dangerous as some officials in the administration were hand in glove with anti-national forces. "We will be left with no other option but to migrate because we have lost faith in the administration," he said and added that a meeting would be held soon to chalk out the future course of action.

Koushal Sharma, whose shop was set afire by rioters, said the police came only after his business establishment was completely gutted in fire. "The rioters were roaming freely in the market and targeting shops and business establishments of a particular community," Sharma said.

He said rioters were carrying fire arms, which was a clear indication that it was a well-planned attack on the minority community.

Navneet Singh, a resident of Kishtwar, said in the past fortnight, some anti-national elements were terrorising members of the minority community on one pretext or the other. "We had brought this matter to the notice of the authorities a number of times but no action has been taken so far," he said.

Ajay Parihar, a resident of Kishtwar, whose house was attacked by rioters today, said it was difficult for the minorities to live in Kishtwar in such a scenario.

> He alleged that the entire episode was a "pre-planned conspiracy" to polarise society and it needed to be investigated.

"It is quite unfortunate that Minister of State for Home Sajjad Ahmed Kichloo, who is also the local MLA, was camping in the town for the past couple of days and still the incident took place," Singh said.
The signatories of the statement were Zaffar Ahmad, Balwant Kumar Ballu and Sanjay Mahey, all former councillors of the civic body.

आठ दशकों से भी अधिक समय से राष्ट्रीय हित में कार्यरत राष्ट्रीय स्वयं सेवक संघ अपने विरुद्ध किए जाने वाले तमाम दुष्प्रचार के बाद भी राष्ट्र-निर्माण के अपने कार्य में लगा हुआ है | इसी का एक अनुपम उदाहरण सामने आया है आतंकवाद के साये में जी रहे मुस्लिम बहुल कश्मीर के सन्दर्भ में | ज्ञात हो कि संघ से १९५९ से (५२ वर्षों से) जुड़े वरिष्ठ कार्यकर्ता इन्द्रेश कुमार ने कुछ वर्षों पहले घाटी के मुस्लिमों को राष्ट्र की मुख्यधारा में जोड़ने के लिए मुस्लिम राष्ट्रीय मंच की स्थापना की थी | इन्द्रेश कुमार पंजाब इंजीनियरिंग कॉलेज से मेकेनिकल इंजीनियरिंग में सर्वाधिक अंकों के साथ उत्तीर्ण हुए थे परन्तु १० वर्ष की आयु से ही संघ से जुड़े होने के कारण उनका राष्ट्र-निर्माण में ही स्वयं को समर्पित करने का मन था | उनके घोर साहस एवं सपर्पित कर्मयोग का परिणाम तब भी सामने आया था जब मुस्लिम राष्ट्रीय मंच ने लगभग १० लाख मुस्लिम लोगों के हस्ताक्षर  गो-हत्या के विरोध में करवा के दिखलाये |मुस्लिम राष्ट्रीय मंच के राष्ट्रीय एकीकरण के इतने बड़े प्रयास को मीडिया ने कभी दिखाने का प्रयास नहीं किया | यदि कभी दिखलाया भी तो इस रूप में जैसे संघ भी तथाकथित राजनैतिक दलों की तरह तुष्टिकरण के खेल खेल रहा है | यहाँ तक कि राष्ट्र को जोड़ने के इस यज्ञ की सफलता से घबराए सत्ताधारी राजनैतिक गठबंधन की सरकार ने मक्का मस्जिद धमाकों के सिलसिले में सीबीआई को भी इन्द्रेश कुमार के पीछे लगा दिया | परन्तु संघ के प्रत्यक्ष योगदान से एवं इन्द्रेश कुमार के सतत प्रयासों से बने इस संगठन का चमत्कार अब छुपाये नहीं छुप रहा |

मुस्लिम राष्ट्रीय मंच विगत ३ माह से "हम हिन्दुस्तानी, कश्मीर हिंदुस्तान का", नाम से एक सशक्त अभियान चलाये हुए था | इस अभियान के अंतर्गत राष्ट्रवादी मुस्लिमों से मस्जिदों में प्रार्थनाएं की, व्याख्यान आयोजित किए एवं देश भर में सभाएं की | अभियान का समापन इस रविवार को दिल्ली में हुआ जिसमें इतनी सर्दी के बाद भी देश के २३ राज्यों के १७५ जनपदों से आये १० हज़ार राष्ट्रवादी मुस्लिमों ने भाग लिया | समापन समारोह मेंकश्मीर को शेष भारत से अलग संविधान देने वाली धारा ३७० को स्थायी रूप से समाप्त करने, कश्मीरी युवाओं को रोजगार दिलवाने, एवं पाकिस्तान एवं चीन द्वारा हड़प लिए गए कश्मीर के भूभागों को वापस लेने की मांगें उन १० हज़ार मुस्लिमों द्वारा एक स्वर में उठायी गयी |

चर्चा का प्रारंभ श्रीनगर के मुहम्मद फारूक ने किया | उन्होंने स्पष्ट कहा कि कश्मीर समस्या की जद धारा ३७० ही है और इसे यथाशीघ्र हटाया जाना चाहिए | उन्होंने कहा कि मुस्लिम राष्ट्रीय मंच ही नहीं, घाटी के आम मुस्लिम भी यही चाहते हैं | उन्होंने सीधे सीधे शेख अब्दुल्ला और जवाहरलाल नेहरु को कश्मीर समस्या के लिए उत्तरदायी ठहराया |

बारामूला से आये मुश्ताक अहमद पीर ने कहा कि अलगाववाद की राजनीति करने से या लाल चौक पर तिरंगा लहर देने से कश्मीर कि समस्याएं हल नहीं होंगी एवं उसके लिए राज्य की प्रगति में बाधक कारणों के उन्मूलन की आवश्यकता है | बशीर अहमद, जिन्होंने अपना मत "भारत माँ की जय" के नारे के साथ देना आरम्भ किया, उन्होंने कहा कि कश्मीर के विस्थापितों को ६ दशक से मत डालने तक का अधिकार नहीं है जो उन्हें मिलना चाहिए |इंजिनियर गुलाम अली जो बक्करवाल समाज से आते हैं, उन्होंने भी शेख अब्दुल्लाह और नेहरु को ही कश्मीर समस्या का दोषी माना | उन्होंने आगे कहा कि कश्मीर के राजनैतिक दलों ने जम्मू के निवासियों के साथ अन्याय किया है | उन्होंने ये भी कहा कि धारा ३७० कुछ स्वार्थी नेताओं के हाथ का खिलौना रही है और इसने कभी जनता का भला नहीं किया | गुलाम अली ने भारतीय संसद को पाकिस्तान और चीन से अपना कश्मीर वापस लेने की उसकी वर्षों पुरानी प्रतिज्ञा को पूरा करने को भी कहा |

कश्मीर से आई हालिमा ने आम लोगों की आर्थिक दशा सुधारने वाले प्रयासों की आवश्यकता पर बल दिया | नजीर मीर, जिन्होंने आतंकवाद में अपने तीन भाई गँवा दिए, उन्होंने आजादी की मांग की भर्त्सना करते हुए कहा कि जब हम पहले ही आज़ाद है तो ऐसी मांग के पीछे क्या औचित्य रह जाता है? मुफ्ती मौलाना अब्दू सामी ने हसरत मोहानी, आंबेडकर एवं रफ़ी अहमद किदवई का नाम लेकर कहा कि ये लोग भी ३७० के विरोध में थे परन्तु नेहरु की जिद के कारण ३७० आई और कश्मीरियों का जीवन बर्बाद कर गयी | तब से अब तक सभी राजनैतिक दलों ने इसका दुरूपयोग भारत के विरोध में ही किया है | उन्होंने मुस्लिम राष्ट्रीय मंच की प्रशंसा की और भरोसा दिलाया कि उनका संगठन इन्द्रेश कुमार के नेतृत्व में काम करता रहेगा |

जमात-ए-हिंद के अध्यक्ष ने इस अवसर पर कहा कि यह अभियान राष्ट्र हित में चलाया गया क्योंकि भारत के सीमावर्ती भागों में स्वाधीनता के इतने वर्ष बाद भी स्थितियाँ विकट हैं |उन्होंने कहा कि मुस्लिम राष्ट्रीय मंच पहला मुस्लिम संगठन है जिसने सीमा सुरक्षा का विषय उठाया है | बंगलूरू से आये अब्बास अली बोहरा ने कहा कि दक्षिण भारत के मुस्लिम कश्मीर के राष्ट्रवादी मुस्लिमों के साथ हैं |

छत्तीसगढ़ हज समिति के सभापति डॉ. सलीम राज ने कहा कि कांग्रेस ने मुस्लिमों को बदनाम करवाया है | भाजपा अल्पसंख्यक मोर्चा के अध्यक्ष तनवीर अहमद ने कश्मीर समस्या का इतिहास लोगों को स्मरण करवाया | उन्होंने कहा कि जब महाराज हरि सिंह ने २६ अक्टूबर १९४७ को विलय पत्र पर हस्ताक्षर किए तो कश्मीर का भारत में विलय पूर्ण एवं अंतिम था परन्तु नेहरु की हठधर्मिता एवं एकतरफा युद्धविराम और मामले को संयुक्त राष्ट्र में ले जाने के कारण ये समस्या अस्तित्व में आई | उन्होंने रफ़ी अहमद किदवई के कथन का स्मरण करवाया कि कांग्रेस ने कश्मीर की सभ्यता नष्ट कर देने का काम किया है |

दिल्ली के इमरान इस्माइल ने कहा कि वो इन्द्रेश कुमार ही थे जिन्होंने कश्मीरी विधवाओं की विनती पर ७२४ सिलाई मशीनें कश्मीर भिजवाई थी | भूकंप के समय भी उन्होंने ही पीड़ितों को सहायता उपलब्ध करवाई थी जबकि एक भी मुस्लिम नेता सहायता करने आगे नहीं आया था | इमरान ने कड़े शब्दों में इन्द्रेश कुमार को आतंकवादी गतिविधियों से जोड़ने के कांग्रेसी हथकंडों की निंदा की और कहा कि ये लोग भारत के मुस्लिमों को संघ के विरूद्ध भड़काते हैं ताकि डरा दिखा कर वोट लिए जा सकें |

भाजपा के डॉ. डी के जैन ने कहा कि कश्मीर की स्वायत्तता की मांग निराधार है | कांग्रेस और दूसरे दल झूठ पे झूठ फैला कर देश को बांटने के षड़यंत्र कर रहे हैं और संदेह का माहौल देश में पैदा कर रहे हैं | इन्द्रेश कुमार जो कोहरे के कारण ट्रेन के देरी से चलने के कारण सभा में नहीं पहुच पाए, उन्होंने मोबाइल फोन से अपना संबोधन दिया | उन्होंने कहा कि सरकार निर्दोषों को आतंकवादी बनाने का कुत्सित खेल खेल रही है और भारत विरोधी तत्त्व एवं राजनैतिक दल कश्मीर के लोगों को भ्रमित करने का प्रयास कर रहे हैं | उन्होंने कहा कि मुस्लिम राष्ट्रीय मंच शान्ति, सौहार्द एवं आपसी सद्भाव से भरपूर भारत के निर्माण का सात्विक प्रयास है और उन्हें विश्वास है कि यह अवश्य सफल होगा |

एक ओर तमाम तथाकथित धर्मनिरपेक्ष राजनैतिक दल अपनी राजनैतिक रोटियां सेंकने के लिए मुस्लिम समाज को वोट बैंक मान कर उन्हें आरक्षण की अफीम पिलाने में जुटे हैं ताकि समाज को धर्म के नाम पर बाँट सकें | तथाकथित पिछडों के अधिकार की बात करने वाले जातियों में समाज को पहले ही बाँट चुके हैं | वही दूसरी ओर हिंदू-मुस्लिम का भेद मिटा कर मुस्लिमों को राष्ट्र की मुख्यधारा से जोड़ने के प्रयास में एवं जातियों के भेद मिटा कर हिंदू समाज को एक करने में लगे संघ के संगठन जुटे हुए हैं | जो लोग संघ के स्वयंसेवकों से परिचित हैं, अथवा संघ की पचासों अनुसांघिक संस्थाओं में से किसी से जुड़ कर राष्ट्र निर्माण के कार्य में लगे हुए हैं, उनके लिए संघ सम्मान का विषय है | कितनी ही बड़ी संख्या में परिवार होंगे जिनके बच्चे संघ के विद्यालयों में शिक्षा प्राप्त कर राष्ट्र निर्माण में जुटे हैं |

सच्चाई दिखलाना मीडिया का काम होता है, परन्तु जब मीडिया स्वयं कोयले की दलाली में (नीरा राडिया के टेपों में) मुँह काला कर चुका हो, तो राष्ट्रवादी मीडिया की कमी जनता को खलती है | समाज और देश को तोड़ने वाले लोग, वोट बैंक की राजनीति करने वाले लोग, तथाकथित बुद्धिजीवी व मीडिया के लोगों ने मिल कर दुष्प्रचार का जो एक गहरा जाल संघ के इर्द-गिर्द बुना है, भारत की जनता को इसके आर पार देखने की आवश्यकता है |

The manner in which the Congress-led UPA Government has provided Pakistan with an alibi to cover up its latest crime against India is at once shameful and self-debilitating. Defence Minister AK Antony read out a statement in both Lok Sabha and Rajya Sabha on Tuesday, giving details of the incident on the Line of Control in which an Indian Army post was ambushed by Pakistanis, leaving five jawans dead.

According to Antony, "The ambush was carried out carried out by approximately 20 heavily armed terrorists along with persons dressed in Pakistan Army uniforms." The Opposition had immediately pointed out that by describing the attackers as "persons dressed in Pakistan Army uniforms", Antony and the Government were providing the Pakistani Government with an escape route, thus enabling Islamabad to disown responsibility for this dastardly act.

It has since transpired that Antony's statement was tailored on the insistence of the Prime Minister's Office and the Ministry of External Affairs. Here is what happened. The Defence Ministry had issued a statement, based on the reports of the unit deployed along the LoC, earlier in the day. That statement said, "The ambush was carried out by approximately 20 heavily armed terrorists along with soldiers of Pakistan Army."

Subsequently, Ministry of External Affairs officials met diplomats of the Pakistani High Commission in New Delhi, ostensibly to lodge India's protest against the killing of its jawans. Strangely, soon after that meeting, the Ministry of Defence was asked by the PMO and the Ministry of External Affairs to issue an amended statement in which "soldiers of Pakistan Army" was substituted with "persons dressed in Pakistan Army uniforms" to avoid a direct reference to Pakistan's undeniable role in the killing of our jawans.

Clearly Prime Minister Manmohan Singh is playing his own game. He still believes he can go down in history as the man who made peace with Pakistan. He also believes that this will fetch him the Nobel Prize for Peace before he exits office. That's the legacy he craves after. It is not entirely coincidental the Obama Administration wants India to shut its eyes to Pakistan's excesses, never mind the cost to India's security and blow to national pride. It's sad but true that Manmohan Singh is more than eager to carry the can for Pakistan. The Opposition is right to demand a clarification from the Government. It must not relent on this demand. In fact, it must insist that Manmohan Singh should explain the discrepancy and why the statement was amended. He needs to be shamed although some would argue this Prime Minister is beyond shame and shaming.

We are told the Congress is mighty unhappy with the manner in which the Government has made a dog's breakfast of its response to the Pakistani crime. But such echoes of the Congress high command's sentiments need not be taken seriously. As Swapan Dasgupta points out on nwrlive.com, Sonia Gandhi is not Queen Victoria. If she is genuinely upset she should step forth and speak her mind. Till she does so, we must take it that the Government's action reflects the Congress's will. In any event, this is the normal tactical ploy of the Congress: Whenever the party is confronted with popular anger over the UPA Government's sins of omission and commission, it seeks to distance itself from the very Government it heads. Duplicity and speaking with a forked tongue are two attributes of the Congress and its top leadership: That's what sets the party and its First Family apart; their cynicism borders on criminality.

अब गैर-हिन्दू भी बोध गया मन्दिर का अध्यक्ष होगा

बिहार के मुख्यमंत्री नीतीश कुमार ने अपने को सेकुलर सिद्ध करने के लिए बोध गया मन्दिर के सन्दर्भ में अंग्रेजों के जमाने से चल रहे कानून को भी बदल दिया है। उल्लेखनीय है कि अब तक गया का हिन्दू जिलाधिकारी बोधगया मन्दिर प्रबंधन समिति का अध्यक्ष होता था। यदि जिलाधिकारी हिन्दू नहीं होता था तो सरकार जिलाधिकारी के समकक्ष किसी अन्य हिन्दू अधिकारी की नियुक्ति अध्यक्ष पद के लिए करती थी। किन्तु 30 जुलाई को बिहार विधान सभा ने बोधगया मन्दिर प्रबंधन विधेयक को पारित कर दिया है। मुख्य विपक्षी दल भाजपा ने इस विधेयक का विरोध किया। अब चाहे गया का जिलाधिकारी किसी भी समुदाय का हो वही मन्दिर प्रबंधन समिति का अध्यक्ष होगा। बोधगया प्रबंधन समिति में अध्यक्ष के अलावा आठ सदस्य होते हैं। इनमें से चार हिन्दू और चार बौद्ध होते हैं। नीतीश कुमार ने इस संशोधन को सही बताते हुए कहा है कि जिलाधिकारी सरकारी पद होता है उसका किसी मजहब से कोई नाता नहीं होता है। किन्तु आमलोगों का मानना है कि नीतीश कुमार ने यह संशोधन अपने वोट बैंक को खुश करने के लिए किया है। लोग सवाल उठा रहे हैं कि इसी तरह के संशोधन किसी अन्य मजहब से जुड़े कानूनों में क्यों नहीं किये जाते हैं? कानून सिर्फ शांतिप्रिय हिन्दुओं और बौद्धों के लिए ही क्यों बनाए

मंदिर के प्राण-प्रतिष्ठा समारोह पर मजहबी उन्मादियों का हमला

गत 2 अगस्त को दिल्ली के नन्दनगरी इलाके के मंदिर में आयोजित प्राण-प्रतिष्ठा समारोह पर मजहबी उन्मादियों ने हमला किया। इस हमले में बड़ी संख्या में महिलाएं, शिवभक्त कांवड़िये और स्थानीय लोग घायल हुए हैं। इस हमले के बाद हिन्दुत्वनिष्ठ संगठनों ने सड़क जाम कर उन्मादियों को गिरफ्तार करने की मांग की। किन्तु शाम तक किसी भी उन्मादी की गिरफ्तारी नहीं हुई थी। घटना के संदर्भ में बताया जा रहा है कि जिस वक्त प्राण-प्रतिष्ठा समारोह चल रहा था तभी कुछ मुस्लिम वहां पहुंचे और उन्होंने माइक बन्द करने को कहा। मामला तूल न पकड़े इसलिए माइक बन्द भी कर दिया गया। किन्तु थोड़ी देर बाद बड़ी तादाद में मुस्लिम वहां पहुंचे और उन्होंने मन्दिर में स्थापित मूर्तियों को अपवित्र किया, उन्हें तोड़ दिया। वहां उपस्थित महिलाओं से हाथापाई की और आपत्तिजनक नारे लगाए। इसके बाद वे मुस्लिम नजदीक की एक मस्जिद में जा छुपे। पूरे घटनाक्रम में पुलिस मूकदर्शक बनी रही। पता चला है कि अभी तक किसी उपद्रवी को गिरफ्तार नहीं किया गया है। प्रतिनिधि

Leaders of Muslim and Christian communities must answer how and when they decided to accept caste discrimination within their fold, to the extent that they now wish to institutionalise it 

In his magisterial commentary on the Constitution, DD Basu emphasised that the State cannot make reservations on communal lines as this infringes clauses (i) and (ii) of Article 16. Initially, the larger political minority (Muslims) accepted this as an inevitable legacy of Partition, while Christians preferred a low profile as the colonial power departed. In recent decades, however, both groups have been chafing at their "theoretical egalitarianism" being cited to deny them reservations as Scheduled Castes.

This is now the holy grail of their political desire. Given the huge controversy over Sonia Gandhi's food security Ordinance, and her known ambition for reservations for minorities (Sachar Committee, National Commission for Linguistic and Religious Minorities), there are concerted moves to push the Congress in this direction in order to secure the combined minority vote-bank as the next general election threatens to be highly contentious, with every political party hell-bent on increasing its vote and seat share.

The temptation to woo minorities will be high as the storm over Raj Babbar's 'Rs 12 buys a good meal' has inspired the  Opposition to seek ways to deflate the destructive food security legislation. They should begin with their sums. If we take an average poor family of eight (couple + four children + parents) and accept Rs 12 per meal per person as the baseline, we need Rs 96/day for one meal and Rs 288 for three meals/day for one family (Rs 8,640/month on food alone). As even the Congress accepts this estimate as insulting, a realistic assessment is needed, a task best left to the next Government.

To return to the issue of politically driven reservations for minorities, a former Chairman of the National Commission for Minorities claims that Indian-style secularism appeases the majority at the expense of the country's two largest minorities —Muslims and Christians. He argues that at the time of its adoption, the Constitution neither declared any state religion nor proclaimed India a secular state. By pronouncing 'equality before law and equal protection of laws' as fundamental rights, it mandated the state not to discriminate citizens 'on grounds only of religion, race, caste, sex, place of birth or any of them' in respect of public places and employment or appointment under the state.

Ostensibly, this made the country 'secular'. But several specific provisions for certain groups, incorporated in the Constitution from its inception, or inserted later, benefited particular religious communities. Thus, Sikhs won the right to carry the kirpan, and the Governments of Kerala and Tamil Nadu were asked to pay substantial annual annuities to dewasom temples. Moreover, Scheduled Caste reservations were specific to the Hindu community, though Sikhs managed to get included six years later, and Buddhists after four decades.

Both monotheist groups claim that they share the same castes as Hindus, and that their global character has not been able to protect Scheduled Caste converts from discrimination within the respective faith communities. They resent that when a Scheduled Caste Hindu, Buddhist or Sikh embraces Christianity or Islam, he loses his SC status and privileges, which are restored on return to the original faith. Muslim and Christian leaders now want reservations extended to Scheduled Caste converts in their respective religions.

This is political gimmickry at its worst. Muslim and Christian leaders know that to amend the Constitution to extend recognition to the existence of caste among them amounts to inserting a Hindu institution into two monotheistic religions that do not recognise caste, and in fact invite conversion to overcome caste disabilities in Hindu society.

Many issues arise from this. First, leaders of both communities must answer how and when they decided to accept caste discrimination within their fold, to the extent that they wish to institutionalise it. Why has the cash-inundated Church, which is the largest landowner and runs the largest number of educational, including professional, institutions in the country, been unable to uplift converts from marginal sections of society? Why does the Church resist demands from lower caste converts for financial scrutiny and accountability of funds received by the Church and affiliated institutions and NGOs run by it? Christian medical colleges recently fought to free themselves from the nationwide entrance examination. Given that they are making money hand over fist, there is simply no excuse for their inability to uplift the former scheduled castes.

Muslim organisations are similarly well-funded by their global co-religionists. Moreover, Islam has a movement, tablighi, which focuses on removing all traces of pre-Islamic traditions and culture amongst the devout. It is amazing that the tablighi movement has failed to address the issue of eradicating caste and racial distinctions among believers; this is obviously an urgent priority.

The flip side of the move to get caste-based reservations for monotheistic religions is that this would be a form of religious aggression on the part of the Indian state, as it amounts to legislating Hindu institutions and practices into their basic structure. It is true that both faiths are demanding this to improve their access to Government quotas via Scheduled Caste converts, but if the doors to Central legislation to reconstruct the very form of a religion are thus opened, it could have unintended consequences.

Christians may ponder if they are open to Government by law reserving promotions in Church hierarchy for members from the Scheduled Castes, who have long been clamouring for upward mobility. Can the Indian Government, like the People's Republic of China, decide the appointments of Bishops and Archbishops?

Similarly, Muslims may consider if the Government should henceforth legislate to undo the havoc wrought on poor Muslim women by Rajiv Gandhi's disgraceful Muslim Women (Protection of Rights on Divorce) Act 1986? After all, the move was opposed by several respected jurists from the community itself.

Islam and Christianity are both religions of the Book. If they want to amend their character in India for a political advantage or any other reason, then, as non-natal faiths, they must first amend their scriptures and insert the recognition of caste and caste-based discrimination into the Quran and the Bible. Only then can the Constitution extend caste-based recognition to underprivileged castes in their midst.

 

The alternative is to apologise to the former Scheduled Castes for the centuries of neglect, social abuse, and economic deprivation, and urge them to return to their natal faith. There cannot be any 'protective discrimination' for those who have cheated and betrayed the most vulnerable of their flock.
