जिहाद और आतंकवाद

 

जिहादी आतंकवादियों ने, हैदराबाद में विस्फोट किए. २१ फरवरी को दिलसुखनगर नामक चहलपहल वाली बस्ती में यह विस्फोट किए गए. उनमें अनेक निरपराध लोग मारे गए. ऐसा क्रौर्य जिहादी भावना से पछाडे हुओं से ही संभव होता है.

 

'राज्य का' प्रयोजन

ऐसा बताया जा रहा है कि, २००१ के दिसंबर में हमारी सार्वभौम संसद पर हमला कर वहॉं सुरक्षा कर्मचारियों की हत्या करने का जो षडयंत्र हुआ, उस षडयंत्र का सूत्रधार अफजल गुरु को फॉंसी देने के कारण, उस फॉंसी का बदला लेने के लिए हैदराबाद में विस्फोट किए गए. यह कारण सच हो सकता है. लेकिन जो स्वयं आतंकवादी है, जिसे दूसरों के प्राणों की परवाह नहीं, उसे फॉंसी देने में शासन से कोई भूल हुई, ऐसा कोई भी नहीं कह सकता. किसी भी पद्धति की शासन व्यवस्था हो, जनतांत्रिक हो, तानाशाही हो या फौजी हो, उसे दंड-व्यवस्था मान्य करनी ही पड़ती है. दंड-व्यवस्था नहीं होगी तो शासन व्यवस्था नहीं रहेगी. 'राज्य' नाम की राजनीतिक व्यवस्था दंड-शक्ति के आधार पर ही खड़ी रह सकती है. 'राज्य' का वही, अधिष्ठान और प्रयोजन भी होता है. जो दंडनीय है, उन्हें राज्य व्यवस्था की ओर से दंड दिया जाना ही चाहिए.

 

न्याय व्यवस्था का लाभ

हमारे देश में, अन्य सुसंस्कृत देशों के समान चलने वाली दंड व्यवस्था है. यहॉं तानाशाही या फौजी शासन नहीं कि, राजकर्ताओं के मन में आया और किसी को भी मार दिया. यहॉं न्याय व्यवस्था है. इस व्यवस्था का संपूर्ण लाभ अफजल गुरु को मिला है. उसे निम्नस्तर की अदालत ने फॉंसी की सज़ा सुनाई थी. उस पर तुरंत अमल नहीं किया गया. उस सज़ा के विरुद्ध वरिष्ठ न्यायालय में जाने का प्रावधान है. उसके अनुसार अफजल गुरु उच्च न्यायालय में गया. वहॉं भी वही सज़ा कायम रखी गई. उसके ऊपर भी एक सर्वोच्च न्यायालय है; वहॉं भी वह गुहार लगा पाया. लेकिन वहॉं भी वही सज़ा कायम रही. हमारी न्याय व्यवस्था में ही, इस निर्णय का पुन: विचार करने की बिनती करने की व्यवस्था है. इस व्यवस्था का भी अफजल ने लाभ लिया. उसके बाद राष्ट्रपति के पास दया की याचिका करने की सुविधा है. उसका लाभ भी अफजल गुरु ने लिया; और अंत में उसकी याचिका नामंजूर करने के बाद उसे फॉंसी पर लटकाया गया. महमद घोरी ने पृथ्वीराज चौहान को, औरंगजेब ने संभाजी महाराज को, मुजीबुर रहमान को फौज ने या झिया-उल-हक ने झुल्फिकारअली भुत्तो को जैसे आनन-फानन में मार डाला,  वैसे अफजल गुरु को नहीं मारा गया. इस कारण उसकी फॉंसी का बदला लेने का प्रयोजन ही नहीं था.

 

वे देशद्रोही ही

लेकिन जिहादी वृत्ति के लोगों को यह मान्य नहीं था. यह अच्छी बात है कि, भारत के अधिकांश मुसलमानों को यह जिहादी आतंकवाद मान्य नहीं है. उन्होंने अफजल की फॉंसी का निषेध नहीं किया. लेकिन हमारे ही देश के एक राज्य में मतलब जम्मू-कश्मीर राज्य में, वास्तव में उस राज्य के एक भाग में, जिहादी आतंकवाद के समर्थक एवं संरक्षक लोग है. अफजल के नाम पर उन्होंने वहॉं की जनता को बंधक बनाया. हड़ताल रखा. उग्र निदर्शन किए. वे सब लोग, सही में भारतीय है ही नहीं. भारत के साथ, जन्म से ही शत्रुता का व्यवहार करने वाले, भारत के साथ शत्रुत्व रखना ही जिनके जीवन का निमित्त और अस्तित्व है, उस पाकिस्तान से प्रेरित, और उसके इशारों पर नाचने वाले है. फिर वे गिलानी हो, उमर फारुख हो, यासिन मलिक हो या अन्य कोई. ये लोग पाकिस्तान सरकार के, वस्तुत: पाकिस्तान में सही में जिसकी सत्ता चलती है, उस पाकिस्तान की फौज के गुलाम है. लोगोंं ने, स्वयंशासन के लिए, चुनकर दिए लोगों का अस्तित्व उन्हें सहन नहीं होता. कश्मीर की घाटी में, लोकनिर्वाचित पंच-सरपंचों के खून हो रहे है. वे पंच-सरपंच भी मुसलमान ही है. गिलानी-फारुख-मलिक ने कभी इन हत्याओं की निंदा करने का समाचार हमने पढ़ा है? ये सब देशद्रोही लोग है, न्याय व्यवस्था के द्रोही है, जनतंत्र के द्रोही है, शांती और व्यवस्था के अनुसार जीवन जीने की चाह रखने वाले अपने मुसलमान भाईयों के भी द्रोही है.

 

मतलबी राजनीति

अफजल गुरु की फॉंसी की सज़ा पर सर्वोच्च न्यायालय की मुहर लगने के बाद, हमारी सरकार ने उस सज़ा पर तुरंत अमल करना चाहिए था. राष्ट्रपति के पास उसकी दया की याचिका पॉंच-छ: वर्ष क्यों पडी रही? इस सज़ा पर तुरंत अमल किया जाता, तो ९ फरवरी के बाद मतलब अफजल को फॉंसी देने के बाद, कश्मीर की घाटी में जो उग्र प्रतिक्रिया प्रकट हुई, वह प्रकट नहीं होती. लेकिन, सरकार चलाने वाली पार्टी की, स्पष्ट कहे तो कॉंग्रेस पार्टी की, राजनीति आडे आई. उसे न्याय-प्रक्रिया की अपेक्षा अपनी वोट बँक कैसे मजबूत रहेगी, इसकी ज्यादा चिंता थी. इस कारण उसने फॉंसी में इतना विलंब किया और अकारण अपने ऊपर हेत्वारोप ओढ लिए. पॉंच-छ: वर्ष राह देखने का कारण, कॉंग्रेस पार्टी कभी भी बता नहीं सकेगी. भारतीय जनता का मत है कि, कॉंग्रेस ने अपनी स्वार्थी, संकुचित राजनीति के लिए, अफजल की फॉंसी में विलंब लगाया. और विलंब करने के बाद जब फॉंसी दी, तब स्वाभाविक ही जनता ने कॉंग्रेस के ऊपर आरोप लगाया कि, राजनीनिक लाभ के लिए सरकार ने अब फॉंसी की सज़ा पर अमल किया. इस आरोप के लिए जनता को दोष देने में मतलब नहीं. कॉंग्रेस सरकार ने स्वयं की कृति से ही यह आरोप अपने ऊपर ओढ लिया है.

 

बकवास

हमारे देश में ढोंगी सेक्युलरवादी लोग है, इस फॉंसी के लिए अभी तक उनका रोना शुरु ही है. कहते है कि, सरकार ने अफजल की पत्नी को उसके फॉंसी की सूचना समय रहते नहीं दी. वैसे सूचना देने में हमें कोई आपत्ति नहीं. लेकिन अगर वह समय रहते नहीं दी गई, तो मानवाधिकार का भंग करने का बहुत बड़ा अपराध हुआ ऐसा हमें नहीं लगता. संसद भवन पर हमला कर, वहॉं के सुरक्षा कर्मचारियों की हत्या करने वाले अफजल के साथियों ने उन कर्मचारियों के परिवारों को, सूचित किया था? उनकी हत्या क्यों की गई? उनका क्या अपराध था? मानवाधिकार मानवों के लिए होते है. अफजल जैसे दानवों के बारे में उन अधिकारों की चर्चा करना अप्रस्तुत है. अफजल गुरु का एक मनोगत, उसकी मृत्यु के बाद कुछ समाचारपत्रों में प्रसिद्ध हुआ है. उसमेंे वह कहता है कि, भारतीय सैनिकों ने कश्मीर की जनता पर जो अन्याय किया, 'निरपराधियों' की हत्या की, उसका बदला लेने के लिए हमने संसद भवन पर हमला किया. कुछ समय के लिए हम इसे सच मान भी ले. फिर अफजल ने, उस संसद ने पारित किए कानून के आधार पर, अपना मुकद्दमा क्यों चलाया? क्यों तीन-तीन याचिकाए की? राष्ट्रपति के पास दया की याचिका क्यों की? पहले ही न्यायालय में, अपनी बदले की भूमिका क्यों स्पष्ट नहीं की? हमें तो लगता है कि, अफजल का वह निवेदन ही बनावट होगा. कश्मीर की घाटी के किसी पाकिस्तानवादी ने उसे बनाकर, प्रकाशित किया होगा. २००१ से यह मुकद्दमा चल रहा है; और अफजल का मनोगत २०१३ में प्रकट हेता है, इसे बकवास के सिवा और क्या अभिधान लगाए?

 

'जिहाद'का पराक्रम

यह सच हो सकता है कि, अफजल गुरु की फॉंसी का बदला लेने के लिए हैदराबाद के विस्फोट कराए गए होगे. बदले को तारतम्य होता ही नहीं. बदले के विस्फोट दिल्ली, मुंबई, बंगलोर में भी हो सकते थे. बदला लेने वालों को हैदराबाद अधिक सुविधाजनक लगा होगा और यह अस्वाभाविक भी नहीं. जहॉं अकबरुद्दीन ओवेसी जैसे, जनप्रतिनिधि के रूप में चुनकर आ सकते है, वह स्थान इन विस्फोटों के लिए अधिक उपयुक्त लगना स्वाभाविक ही मानना चाहिए. मैं इस आतंकवाद को 'जिहादी' आतंकवाद कहता हूँ. कारण इस्लाम में 'जिहाद' को निष्ठावान मुसलमानों का एक कर्तव्य माना गया है. इस 'जिहाद' का पूरा नाम 'जिहाद फि सबिलिल्लाह' है. इस अरबी शब्दावली का अर्थ ''अल्लाह के मार्ग के लिए प्रयत्न'' होता है, ऐसा जानकार बताते है. अल्लाह के मार्ग के लिए प्रयत्न अर्थात् पवित्र ही होगा. इस कारण 'जिहाद'से एक प्रकार की पवित्रता भी जुडी है. 'अल्लाह का मार्ग' अर्थात् अल्लाह के राज्य के विस्तार का मार्ग. इस ध्येय से प्रेरित होकर पैगंबर साहब के अरबस्थान में के अनुयायी, अपनी सेना लेकर दुनिया पादाक्रांत करने निकले. उनके पराक्रम को वंदन करना चाहिए कि, एक सदी में ही, पूरा पश्‍चिम एशिया, उत्तर अफ्रिका और दक्षिण यूरोप -स्पेन से अल्बानिया-चेचेन्या तक- उन्होंने काबीज किया. यह सामान्य बात नहीं. वे सब जिहादी अभियान थे. मतलब जो अल्ला को मानने वाले नहीं थे, मतलब काफीर थे, उनके विरुद्ध के अभियान थे. और काफीर कौन? - अर्थात् जो इस्लाम को नहीं मानते वे.

 

जिहादी क्रौर्य

इतिहास की असंख्य घटनाए हमें बताती है कि, पराभूत होकर पकड़े गए शत्रु ने इस्लाम स्वीकार किया, तो उसे क्षमा मिलती थी. उसने इस्लाम नहीं कबूला, तो उसे कत्ल किया जाता था. इस कत्तल से बचा तो उसे 'जिझिया' देना पडता था. इसमें मुस्लिम इतिहासकारों या राजकर्ताओं को कुछ अनुचित नहीं लगा. निंदनीय लगना तो संभव ही नहीं था. आज भी नहीं लगता. सैनिकों को पराक्रम के लिए उकसाने हेतु आज भी 'जिहाद' का प्रयोग किया जाता है. अब शायद काफीर का अर्थ भी बदल गया है. पाकिस्तान या पश्‍चिम एशिया की ओर नज़र उठाकर देखे. जो मुसलमान है,  पवित्र कुरान को मानते है, पैगंबर साहब को मानते है, लेकिन विशिष्ट पंथ नहीं मानते, उन्हें भी काफीर माना जाता है. पाकिस्तान में, कादियानी मुसलमान 'काफीर' माने जाते है. हाल ही में बलुचिस्तान में वहॉं के सुन्नी मुसलमानों ने, आत्मघाती बम विस्फोट कर एक ही दिन में करीब दो सौ शिया पंथीय मुसलमानों की हत्या की, क्या सुन्नीयों ने शियाओं को 'काफीर' माना था, वे ही बता सकेगे. या पाकिस्तान और अफगाणिस्तान के तालिबानी जब अपने ही धर्म-बंधुओं पर छिपकर हमले कर उनकी हत्या करते है, तब वे जिनकी हत्या करते है, उनके लिए किस विशेषण का प्रयोग करते है? सीरिया में फिलहाल मारकाट चल रही है, जिसमें, जानकारों का अंदाज है कि, ७० हजार से अधिक लोग मारे गए, वे सब मुसलमान ही है. सत्तारूढ तानाशाह बशर असाद इस्लाम के एक पंथ का कार्यकर्ता है, तो बागी सब सुन्नी. क्या वे एक-दूसरे को 'काफीर' कहते होगे? पता नहीं. लेकिन दोनों ही 'जिहाद'का नारा अवश्य लगाते होगे.

 

इस्लाम की ही निंदा

यह बताने का प्रयोजन यह कि, 'जिहाद'की नई परिभाषा की जानी चाहिए. वह सही में धार्मिक कृत्य होगा, तो बदला, हत्या, कत्तल से उसे दूर करना चाहिए. कोई भी पवित्र कर्तव्य क्रौर्य से संलग्न नहीं हो सकता. ऐसा कहते है कि, 'जिहाद'का और भी एक अर्थ है. उसका नाम है 'अल्-जिहादुल्-अकबर'. सुफी पंथीय मुसलमान इसका प्रसार करते है, ऐसा कहा जाता है. इसका अर्थ है अपने विकार-वासनाओं के साथ युद्ध. और ऊपर जिस जिहाद का वर्णन किया है, उसका नाम है 'अल्-जिहादुल्-अषघर'. यह आक्रमक जिहाद है. मुल्ला-मौलवी और अन्य मुस्लिम विचारवंतों ने साथ बैठकर 'जिहाद'का कालानुरूप अर्थ स्पष्ट करना चाहिए. पुराना ही शब्द कायम रखकर नया काल-संगत अर्थ लगाना, यह धर्म-सुधार की एक पद्धति ही है. इराक में शियाओं ने सुन्नीयों के विरुद्ध 'जिहाद' पुकारने या बलुचिस्तान में सुन्नीयों ने शियाओं के विरुद्ध 'जिहाद' पुकारने में इस्लाम की ही निंदा है.                 

 

आतंकवाद के विरुद्ध लड़ाई

एक मुद्दा आतंकवाद के विरुद्ध की लड़ाई का भी है. सरकार ने पंथ-संप्रदाय का विचार न कर, आतंकवाद समाप्त करने के लिए ईमानदारी से प्रयास करने चाहिए. उग्र प्रकृति के लोग हर समाज में होते है. हिंदू समाज में भी होगे. कुछ पर मालेगॉंव विस्फोट, समझौता एक्सप्रेस में  विस्फोट आदि आरोप के है. वे सब हिंदू है. उनके मामले अभी भी न्यायालय में नहीं पहुँचे. सरकार त्वरित यह करे; और संपूर्ण न्याय प्रक्रिया पूर्ण होने के बाद, न्यायालय जो सज़ा सुनाएगा उस पर तुरंत अमल करे. ऐसा कुछ न होते हुए 'हिंदू आतंकवाद', 'भगवा आतंकवाद' का शोर मचाना शुद्ध मूर्खता है. गैर जिम्मेदार तरिके से ऐसा शोर मचाने वाले लोग स्वयं ही स्वयं को अपमानित करते है. यह भान अगर वे रखेगे, तो उसमें उनका कल्याण ही है. और जिस राज्य शासन के वे अंग बने है, उस शासन की शान भी है.

जस्टिस आफताब आलम, तीस्ता जावेद सीतलवाड और NGOs

जस्टिस आफताब आलम, तीस्ता जावेद सीतलवाड, 'सेमुअल' राजशेखर रेड्डी और NGOs के आपसी आर्थिक हित-सम्बन्ध

भारत में कई NGOs का एक विशाल नेटवर्क काम कर रहा है, जो भ्रष्टाचार और हिंदुत्व विरोधी कार्यों में लिप्त है. इन NGOs का आपस में एक "नापाक गठबंधन" (Nexus) है, जिसके जरिये ये देश के प्रभावशाली लोगों से संपर्क बनाते हैं तथा अपने देशद्रोही उद्देश्यों के लिए उन लोगों द्वारा प्रत्यक्ष अथवा अप्रत्यक्ष काम करवाने में सफल होते हैं. ऐसा इसलिए होता है क्योंकि इन NGOs पर सरकार की कठोर निगरानी नहीं है (या शायद जानबूझकर नहीं रखी जाती). हाल ही में ऐसी दो घटनाक्रम सामने आए हैं जिनसे पता चलता है कि भारत के हितों और हिंदुत्व को चोट पहुँचाने के लिए ऐसे NGOs किस प्रकार मिल-जुलकर काम कर रहे हैं, कैसे इनमे अथाह धन का प्रवाह हो रहा है और ये लोग किस प्रकार "नेटवर्क" बनाकर अपना उल्लू सीधा करते हैं...

पहला मामला है गुजरात की "कुख्यात" समाजसेविका(?) तीस्ता जावेद सीतलवाड (Teesta Javed Setalvad) से जुड़ा हुआ. फर्जी शपथ-पत्र और नकली गवाहों के मामले में सुप्रीम कोर्ट की लताड़ खा चुकी तथा घोषित रूप से हिन्दू-विरोधी इन मोहतरमा के NGO पर पहले भी कई आरोप लगते रहे हैं. ताज़ा मामला थोड़ा और गंभीर है, क्योंकि इसमें अप्रत्यक्ष रूप से न्यायपालिका की गरिमा और निष्पक्षता का सवाल भी भी जुड़ गया है.

पहला मामला इस प्रकार है - एक समय पर तीस्ता "जावेद" सीतलवाड के खासुलखास रहे, लेकिन तीस्ता द्वारा पीठ में छुरा घोंपने के बाद उसकी तमाम पोल खोलने वाले रईस खान पठान ने सर्वोच्च न्यायालय में एक याचिका दायर करते हुए मांग की है कि गुजरात दंगों से सम्बंधित सभी मामलों में हाईकोर्ट के Justice Aftab Alam को बेंच से हटाया जाए. जिस बेंच या अदालत में गुजरात के मामलों की सुनवाई हो रही हो, उससे जस्टिस आफताब आलम को दूर रखा जाए. रईस पठान ने जस्टिस आफताब आलम पर साफ़-साफ़ आरोप लगाते हुए कहा है कि चूँकि जस्टिस आलम की बेटी के "आर्थिक हित-सम्बन्ध" तीस्ता और अन्य कई NGOs से जुड़े हुए हैं, इसलिए जस्टिस आलम की निष्पक्षता पर संदेह उठना स्वाभाविक है.

रईस पठान ने खुलासा करते हुए बताया है कि जस्टिस आफताब आलम की बेटी शाहरुख आलम एक NGO चलाती है, जिसका नाम है "पटना कलेक्टिव", इस एनजीओ को नीदरलैंड्स की संस्था HIVOS बड़ी मात्रा में धनराशि अनुदान के रूप में देती है. "संयोग"(?) कुछ ऐसा है कि तीस्ता जावेद के एनजीओ "सिटीजन फॉर जस्टिस एंड पीस" (CJP) को भी नीदरलैंड की यही संस्था भारी पैसा देती है. HIVOS तथा नीदरलैंड की एक और संस्था जिसका नाम है "कोस्मोपोलिस इंस्टीट्यूट", दोनों ने मिलकर 2010 में रिसर्च पेपर प्रकाशित करने की एक श्रृंखला शुरू की थी जिसे नाम दिया गया "Promoting Pluralism Knowledge Programme" (PPKP). इस कार्यक्रम में स्वयं जस्टिस आफताब आलम ने लन्दन में अक्टूबर 2009 में एक पेपर प्रस्तुत किया था जिसका शीर्षक था, "The Idea of Secularism and Supreme Court of India".

रईस पठान ने इन कड़ियों को जोड़ते हुए आगे एक और एनजीओ के बारे में लिखित में दिया है, जिसका नाम है "Centre for Study of Culture and Society" (CSCS), बंगलौर. यह एनजीओ ऊपर बताई गई संस्था PPKP के कार्यक्रमों की संयोजक है और जस्टिस आलम द्वारा पेश किए गए पेपर प्रायोजक भी. अब और आगे बढते हैं.... याचिका के अनुसार यह NGO भी नीदरलैंड के HIVOS के साथ संयुक्त उपक्रम में एक वेबसाईट चलाता है, जिसका नाम है Pluralism.in. इस वेब पोर्टल की कोर कमेटी में जस्टिस आलम साहब की बेटी भी शामिल हैं. इस वेबसाईट की सामग्री में गुजरात दंगों के लिए एक विशेष खण्ड बनाया गया है, जिसमें "सेकुलरिज्म" और "गुजरात को नसीहतें" देते हुए लगभग 60 लेख लिखे गए हैं, इनमें से अधिकाँश लेख "सबरंग कम्यूनिकेशन एंड पब्लिशिंग, मुंबई" द्वारा लिखे हैं, जो कि तीस्ता जावेद की ही संस्था है. संयोग देखिये कि जस्टिस आलम की सुपुत्री जुलाई 2008 से मार्च 2010 के बीच बंगलौर के इसी CSCS नाम एनजीओ की "सवैतनिक रिसर्च फेलो" रहीं. इस अवधि के दौरान इन्होंने वेतन के नाम पर चार लाख पैंतालीस हजार रूपए प्राप्त किए, जबकि स्वयं के एनजीओ के लिए ग्यारह लाख अडतालीस हजार रूपए प्राप्त किए. CSCS संस्था ने लिखित में स्वीकार किया है कि यह पैसा उन्होंने नीदरलैंड्स की संस्था HIVOS से विदेशी अनुदान के तहत प्राप्त किया. यहाँ पेंच यह है कि चूँकि शाहरुख की संस्था "पटना कलेक्टिव" भारत सरकार के विदेशी अनुदान क़ानून (FCRA) के तहत रजिस्टर्ड नहीं है, इसलिए "हाथ घुमाकर कान पकड़ा गया" और CSCS ने एक हाथ से पैसा लिया और उसी पैसे को पेपर प्रस्तुतीकरण और अनुदान के रूप में आलम साहब की बेटी के NGO को आगे बढ़ा दिया.

नीदरलैंड्स की इस संदिग्ध संस्था HIVOS ने तीस्ता जावेद सीतलवाड के एनजीओ सिटीजन फॉर जस्टिस एंड पीस (CJP) को तो सीधे ही अनुदान दिया है, 23 नवंबर 2009 को CJP के अकाउंट में दस हजार यूरो (लगभग 7 लाख रूपए) का भुगतान हुआ है (जिसका हिसाब-किताब यात्रा, पुस्तकें व सेमीनार आयोजित करने जैसे मदों में दर्शाया गया है). इसके अलावा तीस्ता जावेद के वकील मिहिर देसाई को भी नवंबर 2009 में ही एक बार 45,000 व दूसरी बार 75,000 रूपए का भुगतान हुआ है.

रईस पठान ने सुप्रीम कोर्ट से मांग की है कि, "न्यायिक प्रक्रिया के सम्मान" और सर्वोच्च न्यायालय की गरिमा को ध्यान में रखते हुए गुजरात दंगों की सुनवाई से सम्बन्धित सभी मामलों से जस्टिस आफताब आलम को हटाया जाए, ताकि न्याय की निष्पक्षता पर कोई संदेह न रहे. याचिका में कहा गया है कि गुजरात दंगों को अंतर्राष्ट्रीय स्तर पर बदनाम करने तथा ऐसे कई NGOs जो कि स्वयं कई मामलों में एक पक्ष हैं, उनके सुश्री शाहरुख आलम के साथ आर्थिक हित सम्बन्धों के मद्देनज़र स्वाभाविक रूप से जस्टिस आफताब आलम को स्वयं ही इन सभी सुनवाइयों से अलग हो जाना चाहिए, ताकि न्यायालय का गौरव बना रहे और तमाम शंकाओं का निवारण हो.

विदेशी अनुदान प्राप्त और भारत सरकार द्वारा कड़ा नियंत्रण नहीं होने की वजह से पिछले कुछ वर्षों में ऐसे ढेरों NGOs पनप गए हैं, जिनका एकमात्र एजेंडा "सिर्फ और सिर्फ गुजरात" ही है. ज्ञातव्य है कि पिछले दिनों शबनम हाशमी के NGOs पर भी उंगलियाँ उठी थीं जिनका समुचित समाधान या जवाब अभी तक नहीं दिया गया है. सवाल यही उठता है कि आखिर ऐसे NGOs पर नकेल क्यों नहीं कसी जाती? इन NGOs के आपसी लेनदेन पर निगाह क्यों नहीं रखी जाती है?

जस्टिस आफताब आलम कितने "साम्प्रदायिक" मानसिकता के हैं, इस बारे में उन्हीं के साथ काम करने वाले जज जस्टिस सोनी ने सुप्रीम कोर्ट में पत्र लिखकर विस्तार से आफताब आलम की शिकायत की थी... जिसका लिंक इस प्रकार है...

दूसरा मामला और भी मजेदार है... यहाँ पर एक ईसाई NGO की कड़ी ताजातरीन हेलीकाप्टर घोटाले से जुड़ने जा रही है...

संदिग्ध गतिविधियों वाले NGOs की फेहरिस्त में एक नया नाम जुड़ने जा रहा है, जिसका नाम है "आर्बोर चैरिटेबल फाउन्डेशन" का. यह ईसाई संस्था आंध्रप्रदेश के खम्मम जिले में कार्यरत है. भारत में इस फाउन्डेशन के कर्ता-धर्ता रहे कार्लोस गेरोसा, जो कि हाल ही में उजागर हुए औगास्ता-वेस्टलैंड हेलीकाप्टर घोटाले के आरोपियों में से एक है. जैसा कि सभी जानते हैं आंध्रप्रदेश के दिवंगत मुख्यमंत्री "सैमुअल" राजशेखर रेड्डी ईसाई संस्थाओं के पक्के समर्थक थे, जबकि उनके दामाद अनिल कुमार तो घोषित रूप से एक "एवेंजेलिस्ट" (ईसाई धर्म-प्रचारक) हैं ही. आर्बोर चैरिटेबल फाउन्डेशन का रजिस्ट्रेशन दिसंबर 2007 में सैमुअल रेड्डी के कार्यकाल में ही हुआ. रजिस्ट्रेशन के वक्त बताया गया कि यह NGO जल प्रबंधन, बच्चों के स्वास्थ्य, शिक्षा इत्यादि क्षेत्रों में कार्य करेगा (रजिस्ट्रेशन के वक्त अक्सर ऐसी ही लफ्फाजियाँ हांकी जाती हैं, जबकि "वास्तविक काम" कुछ और ही करना होता है).

सैमुअल रेड्डी के कार्यकाल में यह एनजीओ खूब फला-फूला. मजे की बात देखिए, कि दिसंबर 2007 में इस एनजीओ के रजिस्ट्रेशन के तत्काल बाद ही सेमुअल राजशेखर रेड्डी ने इस संस्था को 2000 एकड़ की जमीन आवंटित कर दी. मार्च 2008 में जैसे ही कार्लोस गेरोसा, खम्मम जिले में इस एनजीओ के भारत प्रमुख बने, उसके सिर्फ दो माह के अंदर ही "सेमुअल" रेड्डी आन्ध्र सरकार ने इटली की अगस्ता वेस्टलैंड कम्पनी को 63 करोड़ रुपये में एक हेलीकाप्टर खरीदने का ऑर्डर दे दिया, जबकि आँध्रप्रदेश सरकार के पास पहले से ही Bell-430 कम्पनी का एक हेलीकाप्टर था जो कि जून 1999 में खरीदा गया था, परन्तु आर्बोर फाउन्डेशन की गतिविधियों में कार्लोस गेरोसा के शामिल होते ही यह हेलीकाप्टर खरीदा गया.

सितम्बर 2009 में सेमुअल रेड्डी की हेलीकाप्टर दुर्घटना में मौत के बाद कार्लोस गेरोसा तत्काल इटली वापस चला गया. सेमुअल रेड्डी का दामाद जिसका नाम "ब्रदर अनिल कुमार" है, उसने इस आर्बोर फाउन्डेशन के प्रचार-प्रसार और इसकी आड़ में धर्मांतरण का खेल आगे बढ़ाया. तेलोगू देसम पार्टी के सांसद द्वय नामा नागेश्वर राव और सीएम रमेश ने एक प्रेस कांफ्रेंस में कहा है कि "हमारे पास इस बात के कई सबूत हैं जिनसे अनिल कुमार और राजशेखर रेड्डी के साथ आर्बोर फाउन्डेशन तथा हेलीकाप्टर घोटाले से उनके सम्बन्ध स्थापित होते हैं, समय आने पर हम वह CBI को देंगे".

संक्षेप में तात्पर्य यह है कि देशद्रोही, भ्रष्टाचारी और हिन्दू-विरोधी NGOs का मकडजाल इस देश में गहरे तक फ़ैल चुका है, इन संस्थाओं को विदेशी मिशनरियों से बड़ी मात्रा में पैसा मिलता है, जिसका उपयोग कागजों पर तो अस्पताल, बच्चों की शिक्षा, जल प्रबंधन इत्यादि में होता है, लेकिन वास्तव में इस पैसे का बड़ा हिस्सा इन NGOs के "असली कामों" यानी धर्मांतरण करना, जेहादियों को अप्रत्यक्ष आर्थिक मदद करना, भारत-विरोधी विचार समूहों को बढ़ावा देना, सेमीनार-कान्क्लेव इत्यादि के नाम पर देश के प्रभावशाली लोगों को "उपकृत"(?) करना इत्यादि. यह "खेल" अब बहुत आगे बढ़ चुका है, यदि समय रहते ऐसे NGOs पर नकेल नहीं कसी गई, तो आने वाले दिनों में हालात और भी मुश्किल होने वाले हैं...

Can it be more ridiculous?..........

"RSS and BJP were behind the Samjhauta Express, Mecca Masjid and Malegaon blasts" declared the Union Home Minister Sushilkumar Shinde on January 20, 2012, adding that the training camps run by the RSS and BJP were promoting 'Hindu terrorism'. A day after Shinde's declaration, Hafiz Saeed, the leader of LeT, Pakistan-based Islamist terrorist outfit, asked for a ban on the RSS. So Shinde is the witness for LeT to accuse the RSS of terror. Now look at the evidence, first on the blast on Samjhauta Express from Pakistan in which 68 persons were killed.

LeT culprit, says UN, US : "Qasmani Arif chief coordinator of the relations of [LeT] with other organizations...has worked with Lashkar-e-Tayyiba to facilitate terrorist attacks including... the bombing of February 2007 in the Samjhauta Express in Panipat (India)." This is what resolution [No 1267] of the Committee on Sanctions of the United Nations Security Council [UNSC] dated 29.6.2009 declares. Adding that Qasmani was funded by Dawood Ibrahim and he did fund raising for LeT and Al-Qaida, the UNSC said: "In exchange for their support, Al-Qaida provided support staff for the bombing in February 2007 in the Samjhauta Express in Panipat." This resolution is available on UN site.

Two days later, on July 1, 2009, the United States Treasury Department said in its press release:"Arif Qasmani has worked with LeT to facilitate terrorist attacks, including...Samjhauta Express bombing". The US named four Pakistanis including Arif Qasmani as terrorists under Executive Order No 13224. This press release is still on US Treasury site. The United Nations Security Council and the US Treasury department thus named that LeT, Qasmani and Dawood Ibrahim as accused in Samjhauta terror. This is just beginning of the torrent of evidence pointing to LeT and Pakistan.

Pak minister's confession : Six months after the UN and the US announced sanctions against LeT and Qasmani, the Pakistan Interior Minister Rehman Mallik himself admitted that Pakistani terrorists were involved in the Samjhauta blast, but with a rider that "some Pakistan-based Islamists had been hired by Lt Col Purohit to carry out the Samjhauta Express attack." [India Today Online 24.1.2010]

Headley involved in Samjhauta – US probe : Not just UN or US Treasury or just the admission of Pakistan's interior minister, in fact, independent investigation in US revealed more. Some ten months later, Sebastian Rotella, a US journalist, wrote in his investigative report titled, "U.S. agencies were forewarned about suspect in 2008 Mumbai bombings" that Faiza Outalha, the third of wife of David Coleman Headley had confessed [in 2008, that was made public in 2010] that Headley was involved in Samjhauta blast. Rotella added that Faiza felt that "she had been innocently used" in the Samjhauta terror. [Washington Post 5.11.2010]

A while later, in a follow up investigation Sebastian Rotella disclosed that in April 2008 Faiza returned to the embassy in Islamabad with the tip about the 2008 Mumbai blast when again she linked him to the Samjhauta blast. Rotella commented that though India and the United States blamed on Lashkar, US authorities have not implicated Headley in that still-unsolved attack, however." [The Washington Post 14.11.2010] So independent, neutral probe in US also pointed to Pakistan and LeT in Samjhauta blast.

Narco test pointed to SIMI role : Even at the start of the Samjhauta investigation in 2007 itself the probe evidence had clearly pointed to the role of Students Islamic Movement of India [SIMI] and LeT. India Today [19.9.2008] in its report titled 'Pak hand in Mumbai train blast's, Samjhauta Express blasts, says Nagori gave meticulous account of the involvement of LeT and Pakistan in the Samjhauta terror. The report was based on narco test testimonies of SIMI leaders. India Today said that narcotic tests were carried out in Bangalore, in April 2007, three months after the Samjhauta blast, on the general secretary of SIMI, Safdar Nagori, his brother Kamruddin Nagori and Amil Parvez; the results of the narco test of the SIMI leaders were available with the magazine; it revealed that SIMI activists had executed the Samjhauta blast, with the help of the Pakistani nationals from across the border; while Nagori was not directly involved, two members of SIMI Ehtesham Siddiqui and Nasir were directly involved; SIMI members, including Nagori's brother Kamaruddin, were involved in the Samjhatua blast; for executing the Samjhauta blast, Pakistanis had purchased suitcase cover at Kataria Market in Indore; and one of the members from SIMI has helped the Pakistanis to get the suitcase cover stitched. Investigation had established that in Samjhauta blast, five bombs packed in suitcases and activated by timer switches were used.

 

Conspiracy by Maharastra police? :

Why were these clinching pieces of evidence not pursued? How the blame shifted from Islamists to Hindus? Some elements in the Maharashtra police appears to have colluded in linking Malegaon 2008 blast to the Samjhauta blast. When leads were thus pointing to Pakistan and SIMI as partners in Samjhauta blast, in November 2008, as an anti climax, the Maharashtra Anti Terror Squad [ATS] shockingly told the Special Court through the public prosecutor, that Col Purohit, allegedly involved in the Malegaon blast in which RDX was used, had supplied RDX for the Samjhauta blast though one 'Bhagwan'. [The Indian Express 15.11.2008] within the next 48 hours [17.11.2009] India Today online refuted the ATS claim saying that Samjhauta investigators had told India Today that study of the blast carried out by the National Security Guard said that no RDX, but Pottasium Cholorate and Sulphur had been used as explosives. The magazine also recalled that immediately after the blasts, then Home Minister Shivraj Patil told the media that not RDX, but, a 'new type of explosive' had been used to bomb the Samjhauta Express. On that very day [17.11.2009] the ATS counsel retracted from the statement he had made earlier involving Col Purohit in the Samjhauta blast. [The Hindu dt19.11.2008]. But damage was done in the 48 hours. Immediately Pakistan said that it would raise the issue of Purohit's involvement in Samjhauta in the Secretaries level meeting on November 25, 2008. Finally on January 20, 2009, Maharastra ATS officially denied that Col Purohit had supplied RDX for Samjhauta. This was how the Samjhauta focus – later the blame – shifted from LeT and SIMI to Purohit and via Purohit on to saffron.

The Maharashtra ATS attempt to link Malegaon 2008 to Samjhauta which shifted the focus away from LeT on to Purohit needs to be probed, particularly given Dawood Ibrahim's deep influence in Maharastra Police.

If Shinde is telling the truth, then United Nations Security Council and the US Treasury Department are fabricating charges against Qasmani, Dawood and LeT; Faiza Outallah and Washington Post are telling lies to fix LeT and Pakistan; the SIMI officials' narco evidence is fabricated; and Rehman Mallik's confession about Pakistani involvement is false. Can it be more ridiculous?

 

It is clearly the lies of Shinde, the vote-bank politician versus all neutral evidence. If this was how the Samjhauta probe was perverted, in Malegaon 2006 blast the Maharashtra ATS has filed a charge sheet where SIMI cadre has confessed to their role in the blast. But the CBI is procuring confessions to exonerate them and implicate others, Hindus in the case. So Malegaon 2006, is becoming a case of confession vs confession! In Malegaon 2008, blasts Col Purohit and his associates have been charged and the evidence produced to the Court shows that the accused in the Malegaon 2008 case were planning to assassinate the RSS chief Mohan Bhagwat and Indresh Kumar for taking money from ISI! [Outlook 19.7.2010] How could the RSS which is the target of the conspirator itself be a conspirator? Does Shinde know what he is talking?

QED: Shinde now has a good companion in his mission against the RSS in Hafeez Saeed, boss of the global terror outfit LeT. Can a Home Minister tell more deadly lies against his own country's interests, all for just a few million votes?

As Europe goes down, we need to be prepared for consequences

The European economic and social crisis is becoming worse with each passing day. One business channel asked me in 2008 how long it might take to recover and I responded saying 40 quarters — they never came back to interview. But now I forecast it may never recover.

Sri Aurobindo said that India will rise on the ashes of western civilisation and it seems to be coming true. It is important to recognise that the dominance of the West has been there only for last 200 odd years. According to Angus Maddison's pioneering OECD study, India and China had nearly 50 per cent of global GDP as late as the 1820s. Hence India and China are not emerging or rising powers. They are retrieving their original position. In 1990, the share of the G-7 in world GDP (on a purchasing power parity basis) was 51 per cent and that of emerging markets, 36 per cent. But in 2012, it is the reverse. So the dominant west is a myth.

Europe is facing three types of crisis – economic, demographic, civilisational and it is not in a position to come out of these. All three are not recent ones; they were developing over a period and are now culminating into a catastrophe.

The Debt to GDP ratio of most of Europe is at unsustainable levels with our own Britain having above 500 per cent — I say our own since we are going to have to help them run their country sooner than later. There are three major constituents of debt — Government debt, corporate debt and household debt. Of the three, we find household debt has reached nearly 80 to 100 per cent of GDP in most of these countries. The reason is simple — unlike India, households in Europe and USA have forgotten one simple word — savings. They live on debt and are interned by debt.

The situation is made worse by the unemployment situation. Youth unemployment has reached 55 per cent in Spain and hovering above 30 per cent in most of the other countries. Youth is defined as being between the ages of 16 to 24, unlike in India where even a 43-year-old is a 'youth icon'. The overall unemployment is at more than 25 per cent in most countries and it is creating social turmoil.

Along with this is the demographic crisis. The population of Europe during the First World War was nearly 25 per cent. Today it is around 11 per cent and is expected to become 3 per cent in another 20 years. This is mainly due to low reproductive rates and in some countries is as low as 1 when 2.1 is considered as equilibrating rate. Europe will disappear from the world map unless migrants from Africa and Asia take it over. That is why Europe is being referred to as Eurobia and London as Londonistan.

The root cause of the issue is the attempt in Europe to nationalize families and privatize business. Old age issue/ health issues/ child care issues are all normal family activities that have been taken over by the state and the state is broke. Funded security schemes are facing crisis since not enough numbers are getting in to labor force due to low reproductive rates and unfunded
security system is in difficulty since taxes are not adequate due to low population growth.

Coupled with economic and demographic crisis is the crisis of civilization in Europe. It has renounced the Church and has become secular. Church attendance has fallen significantly and churches have become tourist attractions rather than places of worship.

Most of the migrants, particularly those doing 'brown colour work' – like garbage removal, cleaning plates in restaurant, porter jobs, and grape-picking — are people from Mauritania/ Somalia/ Algeria etc and most are Muslims by faith. Due to a high degree of unemployment, there is resentment against migrants and this anger is turning into anger against Muslims. Added to this is the new front started by France in Mali to fight Islamic fundamentalists. Africa may become a new Vietnam for Europe.

Europe is sitting on a time bomb and any small spark could ignite it. Remember that all conflicts in the last 2000 years have started in Europe and became 'world' conflicts. India has already given $10 billion or Rs 56,000 crore – nearly one per cent of GDP to help Europe. Not a single European paper or leader has thanked us openly. One can only hope that we need not give more of our GDP or become cannon fodder in anglo-saxon conflicts.

We can never be certain about our Government. It may involve us in the emerging conflicts since our foreign policy is generally subservient to the anglo-saxon interests and we muddle along instead of doing strategic thinking. The sooner we evolve a strategy, the better, and it should be de-coupled from conflicts and focus on the eastern front.

Whenever Swami Vivekananda's admirers asked him in what way they can serve him, he simply told them 'Love India'. Loving India assured, in Swamiji's mind, a sure transformation of the personality of the such a person. The best gift we can give to Swamiji on his 150 Birthday is learning to 'Love India' and through the process transform ourselves into better human beings and thus fulfill the destiny of our great Motherland.

"I too believe that India will awake again, if anyone could love with all his heart the people of the country–bereft of the grace of affluence, of blasted fortune, their discretion totally lost, down–trodden, ever–starved, quarrelsome, and envious. Then only will India awake, when hundreds of large-hearted men and women, giving up all desires of enjoying the luxuries of life, will long and exert themselves to their utmost for the well-being of the millions of their countrymen who are gradually sinking lower and lower in the vortex of destitution and ignorance." (V. 125-26).

Swamiji was enchanted more by the spiritual power that was hidden in India than in her soul-absorbing physical attributes. The latter was a manifestation and exemplification of the inner spirit of oneness and universality that the 'Mother' has harboured from time immemorial. It is this Inner Spirit that had to be rejuvenated and revitalized for the regeneration of the present. That rejuvenation of spirit can be achieved only in one way – that is through her own children, destined to be born in this Punya bhumi, imbibing those values and reliving them in their own lives. What the world needs are manifestations of 'Be and Make', of Satya and Dharma, not just prattle about values. Indian society is truly the only gymnasium where this exercise can be undertaken. 

That it is possible to transform Truth into life principles (Dharma) which can help man in his self unfoldment has been demonstrated by countless sages and saints from all parts of the country from time immemorial. To press upon the people this great idea of the magnificence of human life and its possibilities was the crux of the message of Swamiji.

Swamiji loved India because She was the cradle of civilization, the birthplace of the realization of the Ultimate Truth and it was from here that the light of omniscience, omnipresence, and omnipotency of Truth radiated to other parts of the world. Swamiji loved India because She was Dharmabhumi. It was here that Truth lent itself to be translated into human thoughts, words and interactions establishing the interconnectedness, interrelatedness and interdependence of the whole Universe.

Swamiji loved India because She was Karmabhumi, where karma or work has been so   intensively analysed leading to the discovery that work could indeed be a means to manifest the Divinity within man. Swamiji loved India because She was Yanjabhumi. It was here that the immense potential of the spiritual energy hidden in the Nishkama Karma was discovered and brought out for the common good of the people.

Swamiji loved India because here was a Tapobhumi where the rishis formulated the superfine technique of stopping the wastage of spiritual energy through controlling the senses from their outgoing habit and directing it towards realization of the Truth.
